Out of 37 gazetted women officers, none suited for operational post?
Women in JK Police not Jaanbaaz enough?

JAMMU, Aug 29: At a time when Police forces of other states of the country are working to comply with the directions of the Ministry of Home Affairs to ensure that one- third of its strength comprises female personnel, the Jammu and Kashmir Police continues to be in unending slumber as right from 1965 when women police wing was established with a staff of one SI,2 ASIs,3 HCs and 27 constables, the women cop still constitute only 3.42 per cent of the total strength of the state police.
Out of over 73,000 personnel in Jammu and Kashmir Police, the total number of women police personnel is just 2,512, including 37 gazetted officers (from the rank of Deputy Superintendent of Police and above), 154 on non-gazetted posts (Assistant Sub-Inspector to Inspector). Of the total number of women police personnel, 2,066 have been serving in constabulary viz constable and head constable, while 256 women were on the Class IV posts, only 48 women police personnel were serving on posts such as clerks, nurses, teachers and others.
Further, violating the norms of the Bureau of Police Research and Development (BPR&D) and MHA, the Jammu and Kashmir Police failed to depute the women police officers at prime postings. Police officers pleading anonymity said that though thin in number, no woman police officer is deputed on prime post. "Undermining their capabilities majority of the female cops are dumped in the armed police till their superannuation, adding ,it is unfortunate that even though the crime against women is increasing day by day and requires women police to deal it effectively , PHQ is not trusting women officers with significant postings" they informed.
Jammu and Kashmir state has 36 gazetted ( except Sargun an IPS on Probation in Srinagar) police officers from the rank of DySP to ADG, but are not considered fit for significant posts, which speaks volume of PHQ's lack of trust on capabilities of these women officers. Further, forgetting about KAS women officer, three more IPS women police officers namely Neva Jain, D.R Dolly Burman and Shikha Goyal have also not been given the chance to prove their metal. Neva Jain has been discharging her duty as Asst Director SKPA, Udhampur for the last nearly three years and ADG Dolly Burman is presently on deputation.
Going further, there is no appearance of women police officer as district head, Addl district head,SDPO, DySP DAR, and even in police stations in Jammu province. Similar condition is prevailing in Kashmir province also.
The district Jammu traffic police has also no women gazetted police officers though there are 40 women deputed including 2 DTIs namely Champa Sharma and Inspector Usha Khair besides Section Officer SI Zubeda Akhtar but the picture is grim in Kashmir wing where no female is posted. This was revealed by Transport Minister while replying to MLC's question who confirmed that no women traffic cops are presently deployed in city of Srinagar.
In the meanwhile, DGP K Rajendra when contacted said that there is no difference between male and female police officers, adding the lady police officers would be given chance depending on availability. He further said that there is shortage of police women officers of majority of them are posted in Airports and Battalions. Efforts are on to recruit more woman police officers to cope up paucity.
