NC, Congress & PDP's game of wooing voters through resolution on resumption of Indo-Pak talks | | | Early Times Report JAMMU, Aug 30: When the Jammu and Kashmir Legislative Council adopted a resolution favouring resumption of India-Pakistan talks to ensure peace in the subcontinent including the border state it set rivers in the country on fire.Critics of this resolution seem to have ignored that if the NC, PDP and the Congress supported the resolution it was part of their strategy to woo voters ahead of the upcoming Assembly poll. A large number of critics of this resolution dubbed the National Conference and members of the state unit of the Congress as anti-India.And those belonging to the BJP and its allies said that it was intriguing because the resolution supported talks and did not oppose or condemn terror and killings by the Pakistani troops and the Rangers. The J&K Legislative has unanimously passed a resolution urging New Delhi to resume the process of talks with Pakistan to ensure peace and stability in the subcontinent. The resolution was moved by Council Chairman Amrit Malhotra and was passed by the House through voice vote after a discussion on the three amendments to the resolution. "The House unanimously resolves that the State Government shall urge the Union Government to resume the process of Indo-Pak dialogue and to ensure peace and stability in the subcontinent, in general and the state of Jammu and Kashmir in particular," the resolution said. "The State Government shall urge the Centre to take effective steps to resolve violations on LoC (Line of Control) and IB (International Border) which has caused huge loss of life and property in the affected state. It also asked the state government to take steps to ensure rehabilitation of victims of LoC firing," it added. The Union Government headed by Narendra Modi had recently cancelled Foreign Secretary-level talks with Pakistan after Islamabad envoy Abdul Basit held talks with Kashmir separatist leaders on August 18. Those in the BJP and its allies who have blamed the National Conference and the Congress for converting the Legisltive Council into a pro-Pakistan platform have missed to feel the pulse of those parties that supported the resolution.And interestingly,Amrit Malhotra,who belongs to the Congress,moved the resolution indicating that the Congress has an eye focused on the ensuing Assembly election.So is the case with the National Conference and the PDP. Well the Congress leadership at the national level too has berated the Modi led Government for having called off the Foreign Secretary level talks. If the Congress high command supported this stand it was expected. But the party high command should have suggested to its state unit in Jammu and Kashmir to avoid commenting on the cancellation of talks because the party has its vote bank in the region of Jammu and not in the Kashmir valley. If the resolution has received loud support from the NC and the PDP it was the outcome of their eagerness to strengthen their vote bank on the Kashmir valley.It was simply to woo voters in the Kashmir valley which motivated Chief Minister,Omar Abdullah to say that so long Kashmir issue is not settled ceasefire violations by Pakistani troops will continue.What he said was meant to appease voters in the Kashmir valley. The PDP leadership too has been supporting resumption of India-Pakistan dialogue process for settling all bilateral issues and the reason for it is the PDP leaders' plan to further fortify its vote bank in the Kashmir valley. The National Conference members supported the resolution knowing well that such resolution hardly turn the course of rivers.They had not forgotten the resolution adopted by the state legislature urging the central Government to restore autonomy to Jammu and Kashmir.The resolution was adopted in 2,000 and despite the passage of 14 years nothing new has emerged on the political scene in Jammu and Kashmir. Hence for the NC and PDP support to the resolution was aimed at wooing voters in the Valley which is their area of influence.The BJP has opposed the resolution because its eye is focused on the voters in the Jammu region.In this battle of political calculations and electoral gains the Congress stands tricked.If it plans to make a dent in the NC and the PD vote banks in the valley it is mistaken.Hence it may be loser if its support to the resolution makes voters in the Jammu region angry.(EOM |
