2 inquiries on way but no probe against attached DySP | Khour custodial death row | | Early Times Report Jammu, Aug 30: While to ascertain the cause of alleged custodial death of Harbans Lal, two different but simultaneous inquires including Magisterial and departmental are on way but the allegations leveled against the DySP Farooq Qasir for his role in corruption in this particular case is not picked up, forcing the commoners to view the process with suspicion. Farooq Qasir was attached with the office of IGP Jammu zone by DGP Jammu and Kashmir police following the allegations that Qasir on the capacity of SDPO Akhnoor demanded Rs 50,000 from the family members of the deceased. "The safe passage for the corrupt police officers encourages others to carry out such type of activities", a senior police officer, preferring anonymity said, adding "PHQ must hold a separate inquiry against the gazetted police officer to unravel the corruption allegations". Meanwhile, both the inquiries are on hold for the want of the postmortem report. SSP Jammu Uttam Chand when contacted said that much of the departmental inquiry is based on the outcome by magisterial inquiry.SP South Rahul Malik, who is holding departmental inquiry against then SHO Khour and two other cops for their role in the custodial death, said that police is waiting for postmortem report of the deceased for further investigation. Pertinently, Minister of State for Home, Sajjad Ahmed Kichloo on Friday made a statement in the Legislative Assembly regarding the death of a youth in Khour. The minister informed that one Harbans Lal @ Panchi Ram son of Buti Ram resident of Kalrian Garota, Tehsil and district Jammu who was found involved in a crime case died in the intervening night of 26th and 27th August, 2014 while being shifted from Khour to Government Medical College, Jammu by the Khour Police. The minister informed that an FIR was registered in Police Station, Khour against the deceased on account of his alleged involvement in the murder of one Joginder Kumar, son of Chattu Ram resident of Camp Khour on 26th August, 2014 and he was under the police custody. The accused complained of chest pain and he was immediately shifted to Pallanwala hospital for immediate treatment from where he was shifted to GMC, Jammu. However, while on way to GMC, Jammu from Khour he breathed his last. He further informed that a case has already ordered a magisterial enquiry and postmortem of the dead body has been conducted by a Medical Board constituted by the District Magistrate, Jammu. In the meantime, taking a serious note of the incident and to ensure free and fair enquiry, the SHO Khour Police Station, besides 2 constables have been placed under suspension, pending enquiry in accordance with the Police Rules. |
