Distance education in JU goes haywire; Jammu migrants, KPs denied admission | | | Syed Junaid Hashmi JAMMU, Aug 31: In complete violation of the directions of Ministry of Home Affairs (MHA), Directorate of Distance Education (DDE) in Jammu University has created new rules and regulations to deny admissions to children of Kashmiri Pandit migrants and those from various parts of Jammu region. According to sources, DDE has created two categories of students i.e. one who are residents of Jammu region and the other who are either migrants or have permanent resident certificate of Kashmir region. In the admission for various courses including Masters in Education, preference is given to students of Jammu region or those who have done B.Ed from Jammu University. All the other students are treated as outsiders. Such is the manipulation of rules that a student belonging to Jammu region who does his B.Ed from a university other than Jammu is categorised as outsiders and denied admission. This is despite the fact that the rules clearly stipulate that the one seeking admission in Jammu University should either be resident of any part of Jammu district or graduated from JU or has passed B.Ed examination from Jammu University. However, DDE headed by Prof. V.D.Singh has been following its own understanding of the rules and regulations. According to reliable sources in the office of Vice-Chancellor, DDE has denied admission to migrant Kashmiri Pandits and wards of martyred police and Army personnel on the grounds that they belong to Kashmir valley and hence, cannot be admitted in the DDE of Jammu University. They have done it despite the fact that migrant applicants produced bonafide certificates issued by Relief Commissioner (RC) Jammu clearly stating that they are migrants due to terrorism in Kashmir valley. Sources said that DDE refused to accept the migrant certificates, asking the migrant Kashmiri Pandit students to approach Kashmir University for admission. They maintained that the students are being asked to approach Ministry of Higher Education for redressal of their issues. Citing a case, sources said that a Kashmiri Pandit Gold Medallist Disha Raj applied for admission in M.Ed Course in the Directorate of Distance Education (DDE). They added that she was outrightly denied the admission in the first opportunity and told to wait till the admission for non-Jammuites does not start. Sources further said that Disha approached Vice-Chancellor Prof. Mohan Pal Singh Isher who directed DDE to admit her immediately. Even after the intervention of VC, sources confirmed that DDE Director Prof. V.D.Singh refused to allow the candidate to be admitted on the grounds that she belonged to Kashmir valley and hence, could not be admitted in the quota of local candidates. They added that Singh refused to accept the directions issued by the VC both verbally as well as in writing. If the sources are to be believed, Disha is yet to be admitted. They stressed that DDE has made a rule to deny admission to students from outside Jammu district on one pretext or the other. Sources maintain that reason behind this bravado of Singh is that his close friend manages one of the offices of VC. They added that Singh's online application facility for post-graduate admissions too has failed miserably. In the history of University admission process across the country, this is the first time that custodian of academic certificates of the students, original as well as duplicates, is the post-office where they deposit the same in an envelope. This too is in complete contravention to the established rules and regulations. Despite being advised by VC, the Director continues with this non-sensical practice. |
