DB directs state to file compliance report within week | PIL regarding security, construction of lawyers' chambers | | Jammu, Sept 1 : In a Public Interest Litigation (PIL), seeking development around court complex including construction of lawyers' chambers, parking, new road, health center and security for advocates judges and litigants, a high court division bench of Justice Virender Singh and Justice Tashi Rabstan directed state to file compliance report regarding release of Rs 1 cr for the construction of Lawyers' Chambers. When the PIL, filed Bar Association Jammu and one Sumit Nayyar, came up for hearing, the bench, observing that the beside other issues highlighted in PIL which includes availability of the parking space within the court complex, took serious note of the security check points at the main entrance of the Court complex and it was suggested that electronic sensitive identity cards may be issued to the lawyers so that they could enter into the Court premises without undergoing any security check whereas all others should be subjected to security check at the entry point. The bench observed that earlier this Court had directed Inspector General of Police Security to examine the suggestion of providing electronic sensitive identity cards to the lawyers and submit his report indicating the modalities involved and steps required to be taken in this regard. Inspector General of Police was also directed to propose the steps to be taken for improving overall security of the District Court Complex including setting up of Security Check Points at the main entrance of the District Court complex. With regard to the construction of Lawyers' Chambers, the bench observed that with regard to releasing of Rs 1 cr to JKPCC, the Executing Agency constructing the lawyers' chambers, at Jammu Wing, senior AAG Gagan Basotra states that, in fact, the copy of the order dated 13.08.2014 has been supplied to him last week only by the Registry and he has sent the same to the concerned department for compliance. He states that he may be given sometime to place on record compliance report in this regard also. The court granted week's time for filling compliance report. |
