Industrial labourers continue to suffer in absence of VDA | | | Arun Singh
Jammu, Sept 1: Despite the Centre repeatedly reprimanding the state government for its failure to implement Variable Dearness Allowance (VDA) in favour of industrial labourers, it has not issued any notification in this regard as a result of which they continue to be at the receiving end. Sources told Early Times that VDA matter was discussed many a times by the successive concerned ministers in their meetings but the issue is still struck in red-tapism and formal order is awaited. "The last meeting in this connection was held in September 2013 under the chairmanship of concerned minister which was even attended by Chief Secretary Iqbal Khandey in which minister ordered to constitute a committee regarding the issue and asked to submit report in a month," they said. Surprisingly, sources informed that Chief Secretary himself admitted that the issue may not be delay further and government is competent enough to take decision itself for issuing formal order for the implementation of VDA but nothing has been done as yet. Moreover, Jammu and Kashmir has earned the dubious distinction wherein daily wagers have been getting lowest wages to the tune of Rs 150 as compared to its neighbouring state where minimum wage is more than Rs 200 along with implementation of DA, they added. The last meeting for the revision of minimum wage was held on December 31, 2012 under the chairmanship of the then minister concerned and later it was decided that the DA into the wages of labour class of various categories will be implemented within 2-3 months of the revision date, sources said. "It has been more than two years now but till date the decision has not been implemented and the state government is deliberately delaying the implementation only to appease the employers' section," they alleged. They informed that despite repeated humiliation faced by the state government at National Labour Conference in New Delhi many times for its utter failure to grant DA to this marginalized class who has been fighting for their substance with the increase of inflation with each passing day, it has done nothing on ground. "A labourer working in various private establishments is getting Rs 150 since the last revision but till then the increase in the inflation from Jan 2012-Dec 2012 has been assessed to the tune of Rs 9 per day and Rs 10 from Jan 2013-Dec 2013 as a result of which the wages of Rs 150 has been devalued to Rs 120," they said. |
