DB serves notice to CS, Com/Secy & SE PWD PIL regarding 'recruitment of Gang Coolies' 9/3/2014 1:33:54 AM Jammu, Sept 2 (JNF): In a Public Interest Litigation (PIL) filed by one Varun Jamwal For calling for record of the Advertisement Notice No.1 dtd 21/02/2014 issued by the Commissioner/Secretary PWD in pursuance to Development Commissioner Work's letter no. PW/DCW/14/268-70 dtd 06/01/2014 whereby applications have been invited for recruitment of Gang Coolies from the permanent districts of Jammu, Samba and Kathua and quashing the same being arbitrary and discriminatory. A Division Bench (DB) of state High Court Comprising Justice Virender Singh and Justice Tashi Rabstan after hearing Adv HC Jalmeria appearing for the petitioner whereas Deputy AG DS Jamwal appearing for the state, issued notice to Chief Secretary J&K, Commissioner/Secretary PWD and Supt Engineer PWD R&B Jammu-Kathua Circle which was accepted by Deputy AG on behalf of respondents. Division Bench requested Sr Adv Sunil Sethi to assist the Court in this petition and directed Registry to provide copy of the petition to Adv Veenu Gupta assisting Counsel for Sr Adv Sunil Sethi. In the PIL It has been submitted that in the advertisement that pay and Allowances for initial period of five years of service shall be governed by the Govt. Order No. 257-F of 2011 dated 27.10.2011. Vide this order fixed salary for first 2 years shall be Rs. 3170 and for next 3 years shall be Rs. 4610. The advertisement is discriminatory and speaks of implementing Govt. order No.257 - F of 2011 which stands repealed and withdrawn.
