Official record of 1947 PoK refugees may vanish if steps not taken to preserve it
Most of record in unreadable, perishing condition but Govt unmoved

Jammu, Sept 14: It seems as if "deliberate" attempts are being made allegedly by the coalition government to eliminate identity of Pakistan occupied Kashmir (PoK) refugees of 1947 from the official records.
Most of the record of these refugees is in dilapidated condition, making it unreadable. It is perishing with each passing day but no steps are being taken to preserve it.
In reply to an RTI application No 801/302-303 filed by human right activist Om Parkash Khajuria of Miran Sahib, the office of Custodian (ex-officio Provincial Rehabilitation Officer) Jammu, has maintained that all the record of PoK refugees was in dilapidated condition, making it unable to read.
The reply revealed that there was no list of PoK refugees available with the office of Custodian, which means refugees and their next generations would find it difficult to prove their identity in state in coming days.
Though the State Government has been claiming of doing computerization of land records, but there seems no effort on its part to digitalize the record of PoK refugees.
In the reply, the Custodian Office maintained that there was no list of PoK refugees available with the office. "However there are 31619 number of refugees/DPs families of 1947 from PoK registered with the organization as per 32 number of nominal registers and every register have 250 pages", the reply read as but astoundingly the reply further stated that all registers were in dilapidated condition.
The RTI applicant was offered to have Photostat copies of such registers, but he had requested for computerized copy of the same, which was not possible, the reply reads.
The reply maintained that in the digitalization of the records, there were two main hurdles. "First hurdle is most of cases even name/particulars are not readable, while the office has limited manpower and in such condition, the department is not able to provide information", the reply stated.
Smelling a conspiracy behind all this, Khajuria said that before parliamentary elections, each party had been talking of providing a rehabilitation package for refugees. "But I want to ask them if there is no record of refugees, then to whom rehabilitation package will be given?", he questioned.
He alleged that it might be a deliberate attempt of government to eliminate the identity of PoK refugees from official record books, so that least number of refugees were benefited.
