3 receive bullet injuries in violent clash between two groups of transporters

KATHUA, Sept 16: The callousness and negligence on part of Police and district administration claimed the life of an Excise guard, while three others received bullet injuries following a violent clash between two groups of transporters in Govindsar area of Kathua district today afternoon.
The deceased was identified as Kuldeep Kumar, resident of ward number 2 Kathua, while the injured were identifies as Bhupinder Singh (48), son of Lhan Singh, a resident of Rakh Lacchipur, Mohinder Singh (55), son of Sardar Singh, resident of Raj Bagh and Gurcharan Singh (66), son of Madan Singh, resident of Taraf Sanji Kathua.
The critically injured Bhupinder and Mohinder were shifted to Government Medical College and Hospital Jammu while Gurcharan Singh was being treated in district hospital Kathua.
Irate over the killing of Excise guard and firing incident, the local residents accompanied by transporters blocked Jammu-Pathankot National Highway for more than two hours demanding immediate arrest of the accused.
According to sources, there had been long pending dispute between two groups of transporters regarding elections to Truck Owners union Kathua.
The incumbent president, identified as Kuldeep Singh Kingu, was allegedly opposing to the demand of elections to TOU, being made by a rival group, sources said, adding that Kingu was holding the post of president for the past 8-9 years.
"Several clashes had already taken place between two groups and the administration and the police authorities were seized of matter but they did not take any timely action to resolve the issue," sources said.
Sources said that the police and the administration were also informed by the CID wing of the police that the dispute could turn out to be big law and order problem in the district if they did not resolve it immediately.
"The apprehensions came true this afternoon when the rival group tried to paste a notification regarding elections of TOU outside the office of the association. Kingu and his associates came to know about the incidents and rushed to the office, which resulted into a verbal spat between two groups and later a violent clash," sources said.
Kingu opened fire from his 'licensed' revolver on the rival group. After consuming all bullets of his revolver, he used the revolver of one person identified as Harbans Singh, who happens to be the district vice president Congress, creating panic in the area.
An Excise guard, who was present there, sustained bullet injuries and died on the spot while three others received bullet injuries. The accused along with his associates managed to escape from the spot.
After firing incident, the local residents and transporters held strong demonstration and blocked the highway for more than two hours. The administration tried to pacify the protestors who demanded immediate arrest of the accused.
Later, SSP Kathua Mohan Lal visited the protestors and informed that four accused have been arrested while others including main accused would be arrested soon. On the assurance of senior police and district administration officers the protestors cleared the highway for traffic.
