| Centre peeved over J&K's slow PMGSY road work, asks state to fix realistic targets | | 985 roads incomplete | | Syed Junaid Hashmi
JAMMU, Sept 17: In what could be termed as incompetence of Jammu and Kashmir government, just 4 roads have been completed under Pradhan Mantri Gram Sadak Yojana (PMGSY) in the ninth phase of the programme which concluded in March 2013.
State had set target of completing 124 roads in the year 2012-13 but managed to complete just 4 of these roads. Against the target of completing 843.52 kilometers of road, PMGSY division completed just 30.12 kilometers. What makes situation worrisome is the fact that of total 1984 road works approved for Jammu and Kashmir, just 999 have been completed.
120 roads are being constructed and no deadline has been set for their completion. Work is going on at snail's pace. As per Online Management, Monitoring and Accounting System (OMMAS); out of 1,984 works sanctioned, 999 works have been completed. 452 works, which were sanctioned prior to March 2011, are still incomplete. Of these, 202 road works are more than 5 years old.
New Delhi has expressed serious concern over extremely slow pace of work and firmly asked state government to prepare and submit a realistic phase-wise monthly completion plan in consultation with all Project Implementation Units (PIUs). Besides this, 325 field laboratories were established for on-going works from 2011-12 to 2012-13.
Under on-going works, 5 works less than 2 months, 4 works between 2-6 months, 46 works in the range of 6-12 month and 169 works more than 12 months had not yet been inspected by State Quality Monitors (SQMs). Whereas, in completed works, 31 works completed during 2012-13 and 7 works completed during 2013-14 had also not been inspected by monitors. On one occasion, Director (Projects-III) of the central government had advised the Chief Engineer to instruct SQMs to immediately inspect these works and in future, inspect all works during construction at different stages.
Despite having been requested, state government had not credited any amount on maintenance of roads constructed under PMGSY during the financial years 2014-15. Centre requested the state government to deposit adequate funds in the account of State Rural Roads Development Agency (SRRDA) for maintenance works. State is yet to financially close 774 works physically completed, which is basically on account of pending final bill clearances.
Centre requested the state government to clear all the final bills of more than three months old completions and financially close the same on OMMAS. Centre has in writing communicated to the state government to submit Internal Audit Report at the earliest. Not only this, PMGSY division in New Delhi has stated that balance sheet of programme fund and administrative expenses fund for the year 2013-14 are yet to be submitted.
State had intimated the union ministry that balance sheets were under preparation and would be submitted by September 15, 2014. Outstanding Advances of Rs. 41.04 Crore against Contractors (age-wise breakup and status of BG not furnished) are yet to be recouped. Out of 22,068 km of road length, State has completed 12,795 km during 2013-14 and 492 km during 2014-15 (73% of total length). |
