Omar's claim of re-opening Civil Secretariat all set to fall flat | Highest seat of governance continues to be submerged | | Jehangir Rashid Srinagar, Sept 17: With barely 12 hours left for the Civil Secretariat to reopen after the enforced vacation due to the ravaging flood the premises of highest seat of governance in the state's summer capital continue to be submerged with flood water. The Fire & Emergency Services department had set up some fire tenders for the de-watering of the Civil Secretariat but it will take a lot of time to make it free from the flood water. Given this situation it seems that chief minister Omar Abdullah has made a mockery by saying that Civil Secretariat would start working from September 18. The barricaded entry to the Civil Secretariat continues to be submerged and same is the case with the shelter set up for the people who wait in queues to get in at this place. The premises of highest seat of governance are also filled with the flood water and the scene resembles that of a lake in full flow. Just one Central Reserve Police Force (CRPF) personal was found at the main entrance of the Civil Secretariat from the inside. The entry was virtually locked with a ghostly scene quite contrary to the usual hustle and bustle that is seen at this place. There was no activity whatsoever and it seemed that one is passing through a deserted area badly hit by a natural or man-made disaster. "A day before the reopening of the Civil Secretariat in Srinagar security people could be seen moving around. This time around there is no such activity as water is found in abundance both inside as well as outside the Civil Secretariat. Given the present situation one wonders how will the government run from the Civil Secretariat," said Mohammad Irfan, a resident of Suthrashahi locality falling in the backyard of Civil Secretariat. An official of Fire & Emergency Services department told Early Times that it would take much more time to make the Civil Secretariat free from the flood water. The official said that it would be difficult for them to make the premises of the Civil Secretariat free from the flood water. "We have been carrying on our job over the past few days and we have been successful in de-watering the Civil Secretariat to a great extent but a lot more remains to be done. Even if we work during the whole night it may not be possible for us to make the entire premises of Civil Secretariat free from the flood water," said the official. Some of the insiders say that Omar is playing to the public galleries by saying that Civil Secretariat will be functional from September 18. They say Omar along with some of his cabinet colleagues may zoom in the Civil Secretariat in their own vehicles as a symbolic 'gesture' aimed to give an impression that he is serious in settling the issues of the people after the recent flood. It would be in place to mention here that a large section of the employees have already voiced their concern over the government's decision to restart Civil Secretariat from September 18. These employees had said that the area continues to be flooded and there is also the likelihood of the outbreak of epidemic due to the accumulation of stagnant water. |
