Centre may not allow J&K to directly handle relief package due to trust deficit

Srinagar, Sept 17: A section of the political leadership of Jammu and Kashmir is of the opinion that the Centre may not give the relief package for the flood disaster directly to the state government because of a major trust deficit.
In confidential discussions, these political leaders admit that the state does not have an effective mechanism for carrying the benefits to the sufferers. Also, there is every likelihood of the relief money's diversion to various departments of the state administration, they feel.
The colossal damage caused to public and private property is becoming visible in Kashmir. It is clear to even a passerby that Jammu and Kashmir will require both extensive and intensive rehabilitation efforts to cope with the devastation caused by the flood. The question is, if the Centre has a trust deficit vis-à-vis the current state leadership, how will the relief package be made available to the state?
Some political leaders raise the valid point that when the state government is already in saddle, how can the Centre take charge of relief and rehabilitation directly? These leaders, some of whom have strong connections with New Delhi, are of the opinion that the Centre may delay handing over the relief package to the state government till the next government takes charge.
A section of the political leadership of the state states that Omar Abdullah should quit office and make way for President's Rule in the state. In this way, the Centre will be able to directly monitor and implement the rehabilitation program for Jammu and Kashmir, say some political leaders.
They are apprehensive that if this is not done, there may be a delay of three to four months in initiating the rehabilitation effort. With Kashmir facing a severe winter, and lakhs of people without essentials to cope with it, the state cannot afford to wait so long for rehabilitation.
Another point being made here is that if the elections are held as per schedule, the code of conduct will be imposed in October. This will hamper full-scale rehabilitation efforts in the state.
PDP, the main opposition in the state, favours that elections should be held as per schedule in November. Party spokesman Naeem Akhtar told Early Times that revival of the state machinery is not possible under the Omar Abdullah government.
"Officers are seen as the face of the government. But in the present scenario, they have no credibility on ground, because of the incompetence of the political leadership. It does not appear that the government is tackling an emergency situation. It actually seems that the state administration has abandoned its responsibility to deal with the calamity," said Akhtar. "It is important that elections are held soon, so that a responsible government takes charge and can actually deliver what the state desperately needs now," Naeem Akhtar added.
