Bizarre incident of abuse of official position by Revenue, Police

Jammu, Sept 18 : Vigilance Organization Jammu today registered a case FIR No. 24/2014  against Surinder Kumar, the then Patwari Halqa  Manda, Akhnoor (now Naib Tehsildar Maira Mandrian, Akhnoor) S/o Rattan Chand, and other Revenue officers/officials of Akhnoor alongwith Rita Devi W/o Dwarka Nath,  Dwarka Nath S/o Mali Ram, Jagdish Kumar alias Jagga (a property dealer) S/o Sansar Chand R/o Manda Akhnoor, Anu Keshi W/o Jagdish Kumar & Rajinder Sharma S/o Ganesh Dass R/o Dasgal Akhnoor Under section 5(1) (d) r/w/ 5(2) J&K P.C. Act Svt.2006 and Section 167 & 120-B RPC against abovementioned public servant and beneficiaries and investigation taken up.
The FIR has been registered after a verification, conducted by Vigilance Organisation, has established that Patwari Surinder Kumar, in collusion with above named persons, had transferred 10 kanals Shamlat Deh land falling under Kh. No.631/609, situated in village Dasgal, Akhnoor, in the name of his mother-in-law Rita Devi, W/o Dwarka Nath, by involving dummy buyers and sellers without taking over and handing over the physical possession of the land which was continued in the possession of three persons named Shyam Lal, Kuldeep Raj and Tilak Raj all residents of Dasgal Akhnoor for the last two generations. Accused patwari in abuse of his official position and conferring undue benefit upon the beneficiary Rita Devi affected two out of three mutations in the Revenue Record in connivance with the other named accused persons at the cost of right and interest of the real owners.
Not only this, three false FIRs were registered in police station Akhnoor in the year 2010 against the aforesaid three real tillers of the land by Dwarka Nath, father-in-law of the accused patwari and all the three FIRs have been hurriedly challaned in the Munsiff Court Akhnoor, ironically under sections involving trespass in own land.
The aforesaid omission / commission on the part of aforementioned public servants, beneficiaries and others constitute offences punishable U/s 5 (1) (d) r/w 5 (2) J&K P.C Act 2006 and sections 167, 467,468, 471, 420 and 120-B RPC.
Hence a case under aforesaid section of law is hereby registered at P/S VOJ and investigation of the case is entrusted to Inspector Tahir which shall be conducted under the direct supervision of SSP Vigilance Organization Jammu.
Reliably, it has been learnt that Commissioner of Vigilance has recommended strict departmental action against the then SHO Akhnoor, all the three investigating officers and law officer involved in the aforesaid three FIRs.
