Early Times Report

SRINAGAR, Sept 19: Despite the announcement by Chief Minister and a formal notification issued by Commissioner/ Secretary Revenue the Consumer And Public Distribution (CAPD) Department is not supplying free ration to flood hit people in various parts of the Valley on the plea that it has not received any such order from the Government.
The flood hit people of Sonawari Sumbal in Bandipora district of North Kashmir and Sherpathri and other areas adjoining to river Sindh and Jehlum in Ganderbal district of Central Kashmir have so far been denied the free supply of ration despite the announcement made by CM that the free ration will be provided to flood hit people for six months.
As many camps have been installed in various villages of Ganderbal district for the flood hit people of Batmaloo, Sonawari, Sherpathri and Mujgund, the authorities till date have failed to supply ration to them.
When the issue was taken up by the chairman Peoples Welfare Society and veteran Trade Unionist Mir Ghulam Rasool Butwani with revenue and CAPD officials they informed him that their departments have not received any order from Government in this regard.
The CM during his recent press conference at Technical Airport last week had declared that 50 kgs instead of 35 kgs of ration will be supplied to flood hit people free of cost for six months.
He said that he has given instructions to CAPD officials to supply 50 kgs of ration to people instead of 35 kgs as the prevailing Government norm. However on ground the authorities have failed to implement the order on the pretext that they have not received any official order in this regard.
This way the people have been put to trouble as in many relief camps there is no ration to feed the people especially in Ganderbal area of Central Kashmir.
Instead of waiting for Government order the concerned DCs were supposed to seek verbal confirmation from the higher ups in the Government so that the flood victims do not suffer.
But neither the concerned DCs nor the CAPD officials could do it resulting in more problems to flood hit people passing the days in relief camps at different parts of Valley.
The people in Kashmir taking serious exception to the functioning of CAPD have accused it of criminal negligence towards flood victims. Instead of coming to the rescue of the affected people the Department has totally ignored them, said Maqbool Ganai of Sher Pathri Ganderbal.
He said the Department is aware that people have lost every thing in floods and they have nothing to eat. State Government is requesting Centre for help and more funds but the CAPD is totally sleeping. Instead of working on war footing basis its officers are enjoying the plight and screams of flood victims, he added.
He demanded immediate action against the officers of the Department for this grave negligence and immediate supply of free of cost ration to flood victims.
