430 out of 958 Assistant Surgeons' posts in Jammu province lying vacant
Doctors avoid postings in remote districts, prefer capital city

Jammu, Sept 20: Like other government employees, doctors are also preferring their postings in the capital city here while avoiding their postings in districts spread over vast hilly areas.
A glance at the sanctioned and available strength of doctors in the 10 districts of Jammu province revealed that the doctors are preferring to remain in either Jammu or newly created Samba district while in all other districts of Jammu province, the dearth of staff is more as compared to the two districts.
According to the data available with Early Times, 45 per cent posts of Assistant Surgeons across 10 districts of Jammu province are lying vacant but if the strength of Jammu and Samba districts is taken into account only 35 per cent posts are vacant in these two districts but in the rest of eight districts the vacant posts are 53 percent as compared to the sanctioned strength.
The sanctioned strength of Assistant Surgeons in 10 districts of state was 958 out of which only 528 are in place, creating a dearth of 430 Assistant Surgeons. While if Jammu and Samba districts are taken into account, out of 253 sanctioned posts, 165 are in place, while in remaining eight districts out of total 755 sanctioned posts, only 360 are available.
The data further revealed that in Doda district the sanctioned posts of Assistant Surgeons are 114 but only 58 are in place. In Kathua district, 133 is sanctioned strength but only 63 Assistant Surgeons are in place.
In Kishtwar district, the sanctioned strength is 50 but only 27 are in place, creating a vacancy of 23 assistant surgeons. In Poonch district, the sanctioned strength is 105 but only 45 are in place and in Rajouri, against the sanctioned strength of 133, only 45 are in place.
The condition in other two districts is not different as in Ramban district, the sanctioned strength is 62 but only 38 are in place. In Reasi, sanctioned posts are 71 but only 38 are in place, while in Udhampur the sanctioned posts are 87 but only 51 are in place.
The Jammu and Samba districts are exception as against the sanctioned strength of 153 in Jammu district 125 are in place while in Samba against the sanctioned strength of 50, 40 are in place.
A doctor pleading anonymity said that postings in Jammu city were proving to be boon for Assistant Surgeons as they get city allowance from the government and also make money by doing private practice. "As their families are also settled in Jammu, they use all the available methods to remain in Jammu," he added, saying that the government should frame a policy, making it mandatory for doctors to serve in other districts too.
