Of 1133 industrial units only 643 functional in JK
495 either not set up or closed down

Jammu, Sept 21 : The CAG report on public sector undertakings and revenue departments report number 1 of 2014 for the year 2012-13 which was presented to the legislature of Jammu and Kashmir this year on lease of land for industrial purpose by Jammu and Kashmir state industrial development corporation limited observed that out of 1133 plots of land allotted for establishment of industrial units  only 643 were functional and remaining 495 units had either not been set up or reported by the company to be under implementation or had been closed down.
As per the information and documents available with Early Times, in five test checked industrial estates, audit observed that only 57% industry is functional and remaining 43% is non functional. 27 industrial units had been closed down for the period ranging between two to 25 years.The entrepreneurs had not set up 49 industrial units after the plots of land were allotted between two and nine Years back by the company.
 No action has been taken by the company to cancel the allotment as per terms of the agreement. 162 plots were reported to be under implementation where no industrial unit had been set up despite delay ranging between one month and 19 years beyond gestation period of six to nine months from the date of allotment or lease deed agreement. As per the reports, the company did not ensure judicious use of plots of land for industrialization which led to large area of allotted land lying idle. The expenditure on development of industrial land in estates had become unfruitful due to its non utilization.
The report further sugested that due to deficiency in the transfer policy of land to new promoters led to undue benefit to defaulting promoters in setting up the units. No mechanism existed to check diversion of alloted land for unintended purposes and avoiding encroachments. Land was allotted to promoters in excess of requirements. Ground rent was not been revised and inadequate infrastructure caused non utilization of land by promoters. The report further says that the company had not taken any action to identify and resume 94.50 kanals of land where the allotees had failed to implemented the project within six months of allotment or signing of lease deed and land was lying idle in possession of the allotees. Lastly the 36 kanals of land, that is 28 kanals at industrial growth centre samba to two entrepreneurs in August 2004 and February 2009 and eight kanals at industrial complex bari.brahamna jammu in August 1996 and April 1997 was allotted in excess of the actual requirements of the entrepreneurs. The CAG report clearly indicates the wrong doing and reasons for the sorry state of industry in our state and those who are responsible for this should be taken to task.
