Four years on, 24 projects of Animal Husbandry await execution | | | Bijay Charak
Jammu, Sept 21: Despite lapse of almost four years, the Jammu and Kashmir Government has failed to implement 24 projects of Animal Husbandry, sanctioned in 2011-12 under Rashtriya Krishi Vikas Yojana (RKVY). Official sources in Animal Husbandry department informed Early Times that in the year 2011-12, Government of India (GOI) had sanctioned 38 projects for the development of Animal Husbandry across the state but astoundingly state government has completed only 14 projects rest of others projects yet not be executed and their estimate cost is more than Rs 3 Crore 15 Lakhs. "A project to the tune of Rs. 48 Lakhs was sanctioned for Skill development / Training cum tour of Un-Employed youth in dairy ventures while another project with estimated cost of around Rs. 22 Lakhs Induction of private paravets providing logistics like cryocans, AI kits, Cycle, Mobile phones etc., Strengthening of Frozen semen processing labortary at FSP Ranbirbagh cost is Rs. 18 Lakhs, Rs. 17 lakhs for Refrigerated van for distribution of cattle and poultry vaccines, and Rs. 16 Lakhs has sanctioned for Training of farmers in dairy/poultry farming, Purchase of Disinfectant sprayer and electric furnigators for Poultry Projects and Broiler Project estimate cost is Rs.22 thousands, while others Purchase of equipments - feeders / Waterers, egg nests, etc. and other materials / provi ion of water supply cost is Rs.33 Lakhs, Cattle Induction through Provision of Single Cow Units to destitute women-5 Units per district is Rs. 21 lakhs but surprising state government still not implemented these projects", sources said. Moreover, GoI had sanctioned other projects including Infrastructure augmentation of poultry rearing spaces other than hatcheries, purchase of poultry equipments at estimate cost of Rs. 18Lakhs, Rs.30 thousands for Strengthening of Stock Assistants Training Institute, Breed Improvement and Provision of feed at cost of Rs. 46 Lakhs, Rs. 60 thousands for Organized Sheep Farming by augmentation of small livestock holdings under participatory mode, while other Rs. 28 lakhs sanctioned for Backyard Sheep Farming with thrust on organized Sheep Farming by augmentation of small Livestock holdings. Establishment of mobile polyclinic at District/Divisional level left over during 2010-11 (Leh, Kargil and Divisional Disease Investigation / Surveillance and Monitoring Unit)with provision of Ambulance at an estimate cost of Rs. 28 Lakhs, Strengthening / Fencing of sheep breeding Farm Reasi (Angi) and SBF Panthol (Dantalab) for improve fodder production cost is Rs 22 Lakhs, Creation of rearing space (Paddock) ,fixing of chain link fencing for mother farms cost is Rs. 11Lakhs, another project for Highland pasture gear bag consisting of Rucksack / Haversack, sleeping bag and Rain coat estimate cost is Rs.13 lakhs. Rs. 60 thousands sanctioned for improved fodder seed mini-kits Area under fodder crops, and Rs. 70 thousands for Perennial Fodder Kits (Red Clover/Alfalfa/Orchard grasses), Mobile Dipping Vats project cost is Rs. 72 thousands, Rs. 41 thousands sanctioned for Urea -Molasses enrichment kit for enrichment of straws/ stovers, Registration of flocks through branding estimate cost is Rs. 43 thousands, while Rs. 30 thousands the cost of Branding Mother Farms for maintenance of pedigree line records by ear branding kit project, Veterinary Medicine Kits is an estimate cost of Rs. 17 lakhs all 24 projects were sanctioned in same fiscal year and their deadline for completion was 2012-13, but even the second, third and almost fourth financial year was completed, but state government has done nothing and didn't utilize said funds which were approved by Union government three years back. Sources criticized state government, saying that one hand GoI has approved funds for the state but astoundingly politicians and Babus (Bureaucrats) seem not interested to use the benefit of Centrally Sponsored Scheme as a result of which most of the projects were incomplete and few others were not implemented. If the projects are implemented, it will help the unemployed youth across the state to earn their livelihood. However, Director Animal Husbandry Jammu Dr S L Bhagat, he didn't respond even repeated phone calls made by this journo. |
