Shifts offices to Hari Niwas, administration sleeps

Srinagar, Sept 21: Chief Minister, Omar Abdullah has been compared to Muhammad Tugluq whoi shifted his capital from Delhi to improve governance. Omare also shifted his offices to Hari Niwas where he comes in a helicopter.
There is not even a semblance of the government function. The Chief Minister without applying logic decided to shift the government functioning to the Hari Niwas. Very few officers could reach. The top officials were taken in the choppers and some living in the vicinity reached there after much efforts.
But even this idea has failed. The officers in the absence of the clear directions are not working in tandem. Their junior staff is missing and even the communications lines are not working properly.
Sources said the CM comes on a chopper and after discussing some issues with his staff returns to his Gupkar residence. His close aides also fly back. There is no proper back up and the directions are not being communicated to the officers and there is no back up of the ground action.
The idea of working from the Hari Niwas was flawed from the very first instances. The CM if he had been serious should have atleast started working in the dry patch areas like Budgam or even Sanat Nagar, which were in the heart of the city and could have provided access to the common people. But like in the past he chooses to stay aloof and away from the real people.
His decision to start Civil secretariat from Sept 18 was another instance of illogical and flawed decision. Even Class-IV employee was convinced that secretariat couldn't be de-watered at a such a short notice.
"Who would have gone in water when it was stinking and there was every possibility of getting infected. It would take atleast 15 more days to clean and disinfect the secretariat. The government should atleast start some functioning in the Jammu but it seems CM has lost the plot and is just enjoying his last few days," said a senior official, wishing not to be named.
