JAMMU, Sept 21: Within days of ex-Chief Secretary Sudhir Singh Bloeria demitting office of Vice-Chancellor of Central University (CU) Jammu, skeletons of illegalities and wrong-doings have begun tumbling out of the cupboard.
Early Times is in possession of huge number of documents which reveal manipulation of rules and regulations by those at the helm of affairs for adjustments of their kith and kins besides appointing fourth class employees without inviting applications for these posts. In most of the cases, documents reveal that youngsters working as domestic help with VIPs and VVIPs have been adjusted by manipulating rules.
According to insiders, 95 percent of Class-IV employees working in the Trikuta Nagar office as well as campus of the University belong to one caste. They added that these class-IV employees have been appointed without following proper selection procedure. All those who have been appointed were in the past domestic help of senior bureaucrats and retired army personnels, said the sources. They further said that no representation has been given to backward classes of the region including Schedule Caste (SC) and Schedule Tribe (ST). Sources maintained that norms have been violated in such a way that correcting the same would lead to litigations, thus increasing the mess. Source confirmed that all these appointments have been made on contractual basis but without fixing single standard criteria and without following the due norms.
Sources further said that even to this day, neither has any advertisement been issued nor have recruitments been made for permanent non-teaching positions or even for contractual posts. They maintained that this has been done to ensure appointment of relatives of VIPs and VVIPs on various important positions in the Central University (CU) Jammu on contractual and arbitrary basis so that when permanent recruitments are made, these blue-eyed have the advantage of relevant experience.
This would ensure that they are appointed through backdoor at the cost of those having merit and relative experience, said the sources. They maintained that for substantive positions, selection criteria was framed in such a way that only candidates having less than 45 percent marks in the matriculation examination were called for interviews and that too, without notifying selection criteria prior to junked interviews.
A senior official of the University said "All rules and regulations are being made by a group of vested persons and same is approved by a group of vested persons. These individuals ensure that these rules are approved by standing committees of different bodies without calling full house proper meeting of different committees." He further said that all was done with everyone on board including the ex-VC. "Even agendas were given at the last minute so that members do not get sufficient time to judge the merit of each individual. Members had been simply called to assent to the proposals prepared by a select group. Agendas were passed either by voice-vote or approved by circulation," said an official citing anonymity. He maintained that all Class-IV employees alongwith some other ones working on non-teaching positions have managed to enter Central University (CU) through tactical fixings.
"Mr. Sudhir Singh Bloeria may have been honest bureaucrat but he should ask his own conscience whether he has done justice with CU Jammu or not. He should ask himself how rules were manipulated and brutally violated when he was heading the institution. He cannot say that he did not who was whose relative or who was working with whom or who was whose scholar or student," said another official of CU.
