Zoology man heads Environmental Sciences deptt, manages to get-in wife also | Tragic tale of Central University (CU) Jammu-II | | *Selector selected as HOD Syed Junaid Hashmi JAMMU, Sept 22: Teaching departments in Central University (CU) Jammu too have their own story where heads and other faculty members have been appointed without following rules and regulations which other Central Universities adhere to. Ex-Vice-Chancellor of Sudhir Singh Baloeria has seemingly applied the bureaucratic mindset while making appointments to the Central University (CU) Jammu. If the records are any indication, Baloeria has not even bothered to cross-check what the so-called experts and high profile so-called subject specialists had been doing vis-à-vis the selection of faculty members for heading various courses. In the department of Environmental Sciences, Head of the Department (HOD) Prof. H.S.Sehgal was appointed for a period of five years without any interview. Sources said that Sehgal is essentially a Professor of Zoology but has been made the HOD of Environmental Sciences. He is also Dean of the Life Sciences department. Being a shrewd Babu, Baloeria may reason merit and suitability but then, IAS officers could be posted in any department but the same yardstick cannot be applied for academics. Subject experts essentially are required to teach in the departments of universities where future of the country is to be nurtured. What makes Sehgal's case interesting is that the administration of Central University used to call him for taking interviews and selecting candidates for various departments of the Central University. Then for reasons best known to Baloeria and his close aide Prof. P.S.Pathania, Sehgal was appointed for 5 years as Head of Environmental Sciences. Sehgal went two steps ahead and got his wife Dr. G.K.Sehgal appointed as Associate Professor in his own department despite her also being from the Zoology department. Sources stressed that Sehgal not only got his wife into the department but managed to get himself appointed as Dean of the Environmental Sciences. They added that several local students and experts in Zoology were not even called for interview since an unwritten and tacit norm had been set not to entertain local candidates. In the case of Applied Mathematics, a programme which the University has started recently, all the faculty members have been appointed from the pure mathematics background. This is despite availability of faculty in the applied mathematics. Not only this, a University in Jammu and Kashmir is already running this course and CU administration could have engaged people from there. Sensing that people may raise questions, sources stressed that nomenclature of the department was changed from Applied Mathematics to Pure Mathematics. |
