Says no to int'l aid; keeps State govt, separatists at bay

Srinagar, Sept 22: Centre is all set to expedite the rehabilitation process in flood ravaged Jammu and Kashmir in coming days. However, it wants that relief should reach the needy people and none of the political parties should try to derive mileage out of it.
Sources told Early Times that to begin with Centre has set up a high level committee to assess the losses across the state. "Centre is keen on roping in the honest officers, who don't have any political affiliations, for the job," sources said, adding, "a few BJP leaders from JK have been asked to forward the list of the honest officers to the party high command."
There are rumors making rounds that State Government is insisting that relief operations should be handed over to the local administration as it is aware about the topography of the state.
BJP led NDA Government in the Centre is understood to have turned down State Government's proposal to handover the rehabilitation operation to the local administration. "State Government has been told in clear terms to prepare a list of honest officers, while as on the other hand BJP leaders in the state have been asked to identify the officers with clear image and strong integrity," sources said.
They said Centre has taken a strong note about the ruling National Conference handing over the job of relief distribution to its workers. "Rehabilitation process has to be streamlined and real victims have to be given preference. Relief cannot be given to selective people," top Union Ministers are understood to have discussed.
Another issue which the Centre has taken a serious exception to is that separatists are raising the pitch for allowing international aid to come to JK. "No international organization will be allowed to intervene in our internal problem. India is capable enough to take care of the losses suffered by the people," top leaders are understood to have agreed upon.
Sources said that Centre wants to ensure that separatists don't get a chance to take advantage of the catastrophe. "Separatists want to become relevant and they are trying their best to make their presence felt. They won't be allowed to succeed," sources added.
They said that Centre wants to ensure that local players who can derive maximum political mileage, including separatists, need to be kept at bay. "If international organizations are allowed to visit Kashmir separatist will forget the floods and would start harping about they being made irrelevant and India taking a tough stand vis-a-vis Kashmir," said an analyst.
As the flood waters are receding people are awaiting help to rebuild their shattered homes. They are least interested in politics being played over their rehabilitation. "We need help and want genuine people to come forward. We cannot wait for long. We know if the State Government takes the charge of the rehabilitation process only influential people will be preferred," said Parvaiz Ahmed of Jawahar Nagar whose house collapsed due to floods.
He said that Centre's decision to take charge of rehabilitation process is a welcome step but things need to move fast. "We are homeless and winter is approaching. I hope people at the helm realize this fact and act," Ahmed added.
