Police’s Siot cane-charge case Tortured, un-conscious Mohan Lal referred to GMCH without MLC

Jammu, Sept 22: One the victim of police brutality at Siot, was admitted at Government Medical Collage and Hospital this evening, following his deteriorated conditions due to ‘custodial torture’ by police. Moreover, the authorities of Sub District Hospital Nowshera referred patient here without registering Medico Legal Case (MLC).
Mohan Lal, brother-in-law of deceased Urmila, who was murdered with her sister and a police constable, at Thermal Colony Kalakot on intervening night of July 27-28, including seven other persons were detained by Dharamsal Police during a protest rally which was held at Siot on September 20.
The family member of Mohan Lal alleged that he was tortured in custody by ASP, Nowshera, SHO, Dharmasal, SHO Sunderbani and ASI Qyum posted at police station, where he was placed under arrest.
“Yesterday he (Mohan Lal) was taken to Sunder Bani Hospital, where doctors advised him advance treatment, but instead of shifting him to Jammu, Police further took him to Sub District Hospital where his condition deteriorated, following which without treatment or registering MLC, shifted to GMC this evening”, said, Puran Chand, brother-in-law of victim.
Condemning the cane-charge resorted by police at Siot on Saturday, Senior Advocate , former MLA and MLC Ashok Sharma termed the incident unfortunate.
“Detention of injured persons is illegal, treatment is fundamental right and it is guaranteed under Article 21 of Indian constitution”, he said, adding that law-enforcing agencies are unfortunately violating the law. He said that they (Police) turned out to be culprit while the victim (Mohan Lal) is innocent. Terming the non-conduct or cremation of Urmila’s body without autopsy and destruction of evidence as erroneous, he said that Legislation, Executive and Semi Judicial (Tehsildar) were involved to hushing-up of the case. “It was not a usual case, but four persons were murdered on that day including police constable Sanjay Kumar, Nishu Devi, Urmilla Devi and her foetus in womb. Certainly, there was some wrong, that’s why the autopsy was not conducted”, he opined. Meanwhile, the reports from Nowshera suggest that police was provoking the locals.
