Started in 1984 SDH Sopore awaits completion

BARAMULLA, Sept 29: Lack of funds has hampered the construction work of Sub-District Hospital (SDH) Sopore in North Kashmir's Baramulla district. "Government in 1984 had allocated a sum of Rs 55 crore for the completion of this hospital but the present government's non serious approach has made common masses to suffer a lot.
Early Times learnt from sources that the non-serious approach of the Government amply reflects the vendetta and injustice done by the successive governments with the town. They said that the town is neglected and victimized in the healthcare sector.
According to locals of Sopore town, "The foundation stone for the construction of SDH was laid down in 1984 and since then work has not been completed, however Rs 55 crore were sanctioned for this project and the construction agency has missed several deadlines with reference to the completion of the hospital.
"The construction work which is going on at snail's pace reflects the injustice done by the successive governments with the town. Even the town is neglected and victimized in the healthcare sector so for. If the work continues to go at this pace, then it would take another 10 years more to complete the hospital,"
A group of locals told early times that, "The delay in the completion of the Hospital shows how the tall claims were made by the government from time to time where as healthcare is being considered its priority sector.
"Work on major buildings, including In Patient Department (IPD) Operation Theater, Service block and Nursing block is still under progress" said Fayaz Ahmad an attendant.
Another attendant said that, "it has become very difficult for patients and attendants too to stay here for long time as we don't have basic facilities available here, there is no heating arrangements, hospitals lack basic medicines and all.
Despite hundreds of patients visiting the hospital on daily basis, the hospital lacks basic healthcare facilities," People have demanded that the hospitals should be completed at a faster pace, said a visitor. Meanwhile several representations were submitted to the officials seeking expediting of work on the project and completion of buildings at an earliest, but out repeated pleas have fallen to deaf ears," a group of locals said.
However a doctor wished not to be named said that, the paucity of space was adversely affecting the patient care in the hospital. "It is impossible to cater to the increasing rush of patients coming from different districts and remote areas within this limited space suffered partial damage and other structures including granaries damaged in the floods numbered around 353,864," he said adding "livestock including 10,050 milch animals, 33,000 sheep and goats."
He said that damage to the crops has been assessed to Rs.4,043crore while horticultural crops suffered losses amounting to Rs.1568 crore and a total of 6.51 lakh hectares of land were affected by floods also.
He added that damage to the public utility services and infrastructure, including roads, electric power supply, water supply schemes, have been estimated at Rs.3,000 crore and added that these were initial estimates of the damage caused and multi-disciplinary teams were working overtime to arrive at the final figures and the process is still on at many places.
Chief Secretary claimed that 90 percent electric supply has been restored across the state while as 3,000 km of roads have been re-structured so far out of the 6,000 km damaged by the floods across the state and added that despite huge damage to health sector, all including major Hospitals in the Srinagar are functioning.
