Building hiring comes under question, HRD Ministry silent

JAMMU, Sept 29: Within days of Human Resource Development (HRD) Ministry appointing Prof. Devanand Padha as acting Vice-Chancellor, Central University (CU) Jammu shifted classes started at newly hired building in Marble market area of Trikuta Nagar extension to Temporary Academic Building (TAB) Sainik colony.
None ostensibly knows reasons for Central University authorities shifting classes from the newly hired building to Sainik Colony but sources attribute it to the influence that ex-OSD and now Senior Consultant P.S.Pathania has over the acting VC Prof. Devanand Padha. They added that Padha has been openly taking name of Pathania while issuing various directions as acting VC.
Sources further said that Pathania had felt let down when the ex-VC Prof. Sudhir Singh Baloeria, probably once in his 3 year tenure turned down recommendation of Pathania vis-à-vis hiring of the buildings for University. They maintained that Pathania was for reasons best known to him annoyed with the way this under construction had been hired in Marble market area of Trikuta Nagar extension.
Sources said that within days of taking over as acting VC with limited powers, Padha rushed with the decision of taking the classes back from this newly hired building, thus making it inconvenient for the students as well as the non-state subject faculty members alongwith some of the locals. They further said that de-hire notice has been issued to the owner of this building without taking note of the alternations and changes that he had made in the building.
According to a close relative of the owner, he had changed the face of the building and turned into structure fit for being used for academic purposes. He further said that the owner had spent huge amount on modification of the building which had two halls and 12 rooms with attached bathrooms. After having spent huge amount on the building, the new acting VC immediately ordered for de-hiring this huge building without assigning any specific reason.
This new building had been hired, according to sources for shifting the offices from the two buildings in Trikuta Nagar to one place where the University was now facing space constraints. They further said that University has been paying around Rs. 2 Lakh as rent for the buildings in Trikuta Nagar. According to sources, the owner of new building is likely to approach court for seeking compensation.
While expressing surprise over flip-flop attitude of the University in this case, sources said that University officials have invested heavily in the buildings hired by it. They maintain that it is violation of the agreement since it is the owner who has provided facilities to the University for running the courses effectively. They further said that University statutes do not allow the officials to spend on modification or any kind of construction work of the buildings being hired by it.
Sources disclosed that the hiring of buildings is a luxurious business since the University has no dearth of funds for paying rent as desired by the owners. This is despite the fact that all buildings have been hired after issuing advertisements for the same in the leading newspapers, followed by a committee of five members taking the decision to either hire the building or not, disclosed the sources.
They stressed that a probe should be ordered by HRD ministry to find truth into the allegations being levelled by various quarters into the hiring of the buildings by the officials of Central University (CU). They added that once the same is done, the truth would be unveiled and the business brought to an end forever.
