Talks within ambit of Constitution, new faces to initiate parley with people
No place for brokers, secessionists in new JK-policy

Srinagar, Sept 29: Bharatiya Janta Party (BJP) led NDA government is in the process of formulating a comprehensive Kashmir policy to ensure that no one takes people of Jammu and Kashmir for ride anymore by terming JK as a "dispute." Policy would make it clear that JK is and would continue to be an integral part of India and the people preaching secession would be kept at bay.
Sources told Early Times that the think tanks, who have been assigned the job of formulating the new policy, have suggested that Centre should shun the practice of appointing "brokers" to hold negotiations with any section of the society in Jammu and Kashmir. "In future Centre would neither appoint any interlocutors nor would it form any committees like Kashmir committee to hold talks either with separatists or mainstream politicians," said a source.
He said that the think tanks have suggested that Centre should hold talks directly with the people of Kashmir rather than encouraging "back channel" negotiations. "Previous Congress led UPA Government spent crores of rupees on back channel talks which served no purpose," the source added.
He said Centre has made it amply clear that if talks are initialed at any point of time it would be made clear that these have to be held within the ambit of the Constitution. "BJP is grooming young faces in Jammu and Kashmir and they are likely to play a major role towards initiating a new process," the source said.
He said that Centre wants to make it clear to the separatists that it's not going to "tolerate their anti-national activities," nor would it allow them to leave the country to indulge in anti-India propaganda. "There is every possibility of the Modi led government imposing a blanket ban on holding of seminars and debates across the country over Kashmir. No group, NGO or an individual will be allowed to carry out any activity on the pretext of talking Kashmir," the source said.
He said that recent floods which struck Jammu and Kashmir have rendered many people homeless and their livelihood has been snatched.
Think tanks have suggested that centre should focus on rehabilitation measures and try to win the hearts of people by mitigating their sufferings and lending them a helping hand.
Pertinently, Union Home Minister Rajnath Singh on Sunday had said: "We are preparing a comprehensive policy on Kashmir. We will announce it soon," he said.
Asked whether there is any proposal to appoint an interlocutor for having dialogue with various stakeholders he said, "I am not in favour of appointing interlocutors for Jammu and Kashmir."
He had said that he was not averse to holding parleys, but he was quick to add that there is no point in holding "non-productive talks."
In 2010 Congress led UPA government had appointed academician Radha Kumar, journalist DileepPadgaonkar and M M Ansari as interlocutors on Kashmir. Despite them spending one year in Kashmir and being treated as state guests nothing could be achieved. The report submitted by the interlocutors was dumped by the previous Congress led UPA regime. Sources said that think tanks have suggested that NDA government should shun the policy of the previous UPA regime about addressing the problems in Jammu and Kashmir on day to day basis. "Centre is keen on ensuring the return of displaced Kashmiri Pandits to the Valley and it wants to draft a clear cut policy for their return," the source said.
He said a few Kashmiri Pandit leaders, who are based in New Delhi and are affiliated with Congress, have approached top BJP leaders and have offered their services. "Think tanks have suggested that turncoats should be kept at bay and the people within JK, including Muslims and Pandits should be roped in to keep secessionist elements at bay," the source added.
The think tanks have already shortlisted a few people for the exercise and very soon things would start moving. "Prime Minister Narendra Modi has picked up the threads from where the former Prime Minister Atal Bihari Vajpayee had left and is following his policy in letter and spirit," a senior BJP leader said.
