Track II diplomats express concern over inaction of local Govt | | | Early Times Report
Srinagar, Oct 1: Expressing serious concern over inaction of the Jammu and Kashmir Government during the devastating deluge, eminent personalities active on track II front including former bureaucrats, interlocutors, Intelligence and Army officers have stressed on the need for taking urgent steps to streamline the local administration for efficient and equal distribution of relief material across the region and affected people. With regard to the rehabilitation of flood affected people in Jammu and Kashmir an important meeting was held in New Delhi that was attended by former Core Commander Lieutenant General Syed Ata Hasnain, former interlocutors Dilip Padgounkar, M.M.Ansari, for RAW Chief A.S.Dulat, former Chairman Minority Commission Wajahat Habibullah, senior Advocate Supreme Court Ashok Bhan, former Governor Mizoram A.R.Kohli, former VC Kashmir University Reyaz Punjabi, former VC Central University M.Sidiq Wahid, former member Planning Commission Mr Sompal, Jammu and Kashmir Peoples Forum General Secretary M.M.Shuja, Social activists and other businessmen. The participants while criticizing the functionality of the local government said that there was no off-take of relief material at many places in Jammu and Kashmir and to take the relief material to the needy people. The participants according to reports while commending the role of local brave-hearts for rescuing thousands of trapped residents felt the need for establishing a communication network. They said that effective governance is necessary for redressal of all kinds of grievances of people. The participants suggested that the political process of formation of the government through democratic process of election in the State should be completed on time. They said that any attempt to jeopardize State elections and formation of a popular government might render the governance dysfunctional, which are to be resisted. The participants felt the need for the constitution of an independent group of experts who would take stock of the present situation of relief work, assess needs of people through intensive and extensive consultation, and suggest remedial measures for effective delivery of support services and for reconstruction of economic infrastructure. The participant agreed to form a core group that would not only assess the loss incurred by the people of Kashmir Valley but will also take care of the relief distribution process. |
