| ACD Kishtwar suspends 2 MPW's | | Withdrawal against non-executed work | | Asif Iqbal Naik
Kishtwar, Oct 1: Assistant Commissioner Development Kishtwar Yasir Arafat Zarger today placed two Multi Purpose Workers (MPW's) Ghulam Mustafa and Ghulam Nabi posted in Block Marwah of Kishtwar District under suspension with immediate affect after the allegation of their involvement in fraudulent withdrawal of money against non executed and Sub Standard work in Panchayat Qaderna A and Qadarna B of the block established during physical verification of the works by the concern officer during his spot visit.
As per the details available with "Early times", during his four day visit of Marwah Tehsil, ACD Kishtwar inspected various developmental works executed by the Rural Development Department in the area and also conducted on the spot physical verification of various works including the work under question in social audit i.e. Pakka Work near Masjid Sharif Bungham falling under Panchayat Qadrena-A for which an amount of Rs. 2.50 lacs was released by the department and Pakka Work near Masjid Mohallah Hargham falling under Panchayat Qaderna-B for which the department has released an amount of Rs. 1 lac. The sources said that during inspection of these two works, the ACD Kishtwar found that both the works have not been executed as per the approved plan 2013-14 and also were of substandard quality.
The sources said that both the officials Ghulam Mustafa and Ghulam Rasool completely failed to justify the non existence/sub standard quality of work which tantamount to misuse of funds beside also causes loss to the state exchequer. The sources said that in his suspension order the copy which was also send to senior government officials, ACD also recommends for appropriate necessary action under rules against them after proper verification/scrutinizing of records. Both the officials have been attached in the office of the ACD till further orders.
The sources said that the suspension of Junior Engineer posted in the area cannot be rule out in future.
The name of MPW Ghulam Mustafa also feature in an FIR No. 3/2014 registered U/S 409/109 RPC at Police Station Marwah after he (Ghulam Mustafa) was caught by the police while selling government cement to private persons. The local people while talking to "Early times" laid stress for frequent visit of senior officials like ACD, beside demanded physical verification of various other developmental works in this remotest area of the District. The people allege that several officials of RDD posted in the area are involved in deep neck corruption, added that payments has been withdrawn against several non existing works by the officials and termed the suspension of two MPW's as the tip of iceberg.
It is pertinent to mention that Marwah area of Kishtwar District remains cut off from the rest of the state for more than six months due to heavy snowfall and non availability of the proper road, promoting corruption. It was only yesterday the first vehicle reach Navapachi village of the newly created Sub Division after the construction of Matigowran-Inshan-Marwah road was started 45 years ago. The area is still without electricity and communication. With the assuming of Sub Division Magistrate Office by Akthar Hussain Qazi (KAS), the people hope that the work culture and attendance of the government offices will improve, beside will help in proper monitoring of developmental work at grass root level. |
