Is Governor Vohra on his way out?

JAMMU, Oct 1: Is Jammu and Kashmir Governor Narinder Nath Vohra on his way out? If some reports emanating from New Delhi are any indication than the removal of Vohra appears imminent. These reports have upset certain elements n the Kashmir valley and they have urged New Delhi not to remove him at this point in time. "If this is the plan that GoI is pursuing, it will add to the chaotic situation prevailing in the state in the aftermath of recent floods" is one of the arguments the pro-Vohra elements have advanced.
The pro-Vohra elements have advanced several other arguments to persuade the Government of India to not appoint a new Governor in Jammu and Kashmir. For example, they have said "the incumbent Governor NN Vohra was given a fresh term by the previous UPA Government from June 2014 for next five years" and, hence, it would be only appropriate if the BJP-led NDA Government respects that decision of the UPA and maintained status quo. "His continuation in the state at this juncture becomes more imperative," they, in fact, have stressed and added that a "former Union Secretary, Vohra has not only earned goodwill across the societal and political spectrum during his six year Governorship but his hands on knowledge and experience about how the apparatus works here is an added advantage".
What, according to them, is the main qualification of Vohra is that he "knows ins and outs of the system and has a fair idea about bureaucracy and even individuals who work in the state". It was he who played the most crucial role during the 2008 Amarnath land row and it is time to appreciate that role and nothing would be more appropriate than that he be allowed to complete his second term in the as governor. "His methodical way of Governance (as proven during a short stint from July to December 2008) is something that is needed in Kashmir at this juncture. Vohra played a positive role in diffusing the Amarnath crisis in 2008 though he had joined only in the midst of it. It would be naïve on part of GoI to make such a change at this juncture. And if a political person is picked up as Governor of the state at this stage, it will not only send a wrong signal ahead of elections but will add another disaster to already struggling state," these elements have said.
It is for the first time that certain elements in the Kashmir valley have launched a campaign to ensure that the Governor is not removed. Normally, they and other in Kashmir hate each and every Indian institution and hold the President of India -- whose representative the State Governor is - responsible for the erosion of the so-called separate status of the state. Their insistence that the present incumbent be allowed to complete his term is quite understandable. NN Vohra, everyone knows, sent a letter to the State Government immediately after taking over as the State Governor a letter asking it to take back the Baltal land, which had been legally transferred to the Amarnath Shrine Board on a temporary basis - an action that set the entire Jammu, nay the country on fire leading to the appeasement of fanatics in Kashmir and fall of the Ghulam Nabi Azad-led minority Government. Besides, it is also not a secret that Vohra is a votary of greater autonomy for the state. In fact, he had once supported Wajahat Habibullah's pernicious formula that sought division of the state into five zones on purely communal basis. These are some of the facts which have motivated certain elements in the Valley to defeat the move of the union Government.
To appoint Governor or recall him/her is the prerogative of the union Government and to enter into its domain only shows that the causes behind the support to Governor Vohra are deeper.
