Crime Branch produces challan against five including two Revenue officials

Jammu, Oct 1: The Crime Branch Jammu has produced challan against five including two Revenue officials and three others who are accused of tempering the revenue record to cause wrongful loss to the complainant.
Crime Branch, Jammu has produced challan in case FIR No. 12/2004 u/s 420,467,468,471,120-B RPC P/S Crime Branch, Jammu against the accused persons namely Mohd Aslam s/o Mohd Hanief of Kallar Kattal Teh Surankote the then patwari halqa Sarote A/P Naib Tehsildar, Jindrah Jammu, Sukhdev Singh, the then Girdawar Qanoongo,(now retired) s/o Nar Singh Jamwal of Shiv Colony Jaluchack Bari Brahmana Jammu, Mohd Yaqoob (expired on 17/02/2010) and Mohd Ashraf sons of Abdul Gani Gujjar of Sarote Jammu, before the Court of Chief Judicial Magistrate, Jammu.
Spokesperson of Crime branch said, "An instant case was registered on the recommendation made in Preliminary Enquiry on the complaint of one Desh Bandhu s/o Late Dhila Ram of Sarote Jammu against the then Patwari Halqa Sarote (Mathwar) including the then Tehsildar, Jammu and Mohd Yaqoob, Mohd Ashraf, Sardar Khan all sons of Abdul Gani Gujjar R/o Sarote Jammu for tempering the revenue record to cause wrongful loss to the complainant."
Complainant alleged that the then Tehsildar Jammu instructed Patwari Halqa Sarote Tehsil Jammu to temper the entries Revenue record relating to Khasra No. 707/708 belonging to Sh Dhilla Ram and inserted the names of above mentioned beneficiaries showing them tenants from the year 1971 onwards and accordingly managed the transfer of this land in their names under Land Reforms Act 1976 u/s 4 and 8 where under mutation No.848/857 stands attested in favour of the alleged accused, thus depriving the actual owner from the ownership of proprietary rights of the land etc.
On receipt of this report a PV was initiated in Crime Branch, Jammu and during the course of enquiry prima facie offences u/s 420, 467, 468, 471, 120-B RPC were made out. Accordingly, the instant case was registered at Crime Branch Jammu and investigation of the case started.
During the course of investigation, the Investigating Officer scrutinized the case file including revenue record i.e. Girdawari Registers pertaining to khasra No.707/708 measuring 41 kanal 2 marlas relating to the year 1967-93 of Village Sarote which reveals that there is tempering in the column of the name of the "Kashtkar" which apparently look that ink remover has been used to score off the original entry to incorporate the insertions which stands substantiated by the report of FSL indicating similarities between the specimen, questioned and admitted documents. The same extract of Khasra Girdawri was seized in the case as piece of evidence and referred to FSL Jammu for expert opinion which was found to be written by the delinquent Patwari Mohd Aslam who hatched a criminal conspiracy with wrongful beneficiaries and tampered the revenue record relating to the ownership causing wrongful loss to the complainant.
During the course of investigation it has further found that the then Patwari Halqa Sarote Jammu namely Mohd Aslam and Qanoongo namely Sukhdev Singh hatched a criminal conspiracy with Mohd Yaqoob now expired and other sons of Abdul Gani Gujjar of Sarote Jammu and accused Patwari tampered the revenue record relating to the ownership of complainant bearing khasra No.707/708 measuring 41 kanal 02 marlas in favour of wrongful gainers. Therefore, offences u/s 420,467,468,471,120-B/RPC have been established against the accused Accused Sukhdev Singh was produced in the Ld. Court under custody, Court send such accused in Distt Jail Jammu.
