State Govt fails to comply SC's ban on manual scavenging | Over 150 still engaged in sub human labour | | Avinash Azad JAMMU, Oct 16: Failing to take cognizance of the awful practice of manual scavenging and blatantly disregarding Apex court guidelines in this regard, J&K Government has not been able to relieve over 150 people who are still engaged in appalling form of labour to meet their ends meet. "Practice of manual scavenging, arising from the continuing existence of insanitary latrines, still persists in various parts of the state. The existing laws in state seem futile to eradicate the in-human source of livelihood of some families, mostly outsiders", said sources in the Government. "As per census 2011, an alarming 160804 households out of the total 1497920 households in rural areas and 17768, out of the 517168 households in urban areas state are dependent upon manual scavenging" they added. The state of Utter Pradesh tops the list with 9733 persons identified, who works for night soil removing. Source said that although the State Government has enacted the J&K Employment of Manual Scavengers and Construction of Dry Latrines (Probation) Act-2010, the Government has failed to implement the Act in letter and spirit. It is pertinent to mentioned here that Apex Court has already taken strong exception over the failure of the state to file a detailed reply in response to a PIL filed by some NGOs a few years back, seeking concrete steps to stop the scavenging in the state. "Open defecation spots and public latrines come directly under control of civic bodies, but the workers can be seen working, without wearing gloves or shoes. The Prohibition of Employing as Manual Scavengers and their Rehabilitation Act, 2013, makes it mandatory for rubber suits, oxygen masks and cylinders to be provided", sources informed. |
