Violation of Govt order for contractual appointments in Health Deptt | Written test, interviews scheduled for Oct 18, advertisement issued on Oct 16 | | Akshay Azad
Jammu, Oct 19: Throwing rulebook to winds, the Directorate of Health Services Jammu division has been making contractual appointments for various posts in complete violation of government order but the higher administration has reportedly turned a blind eye to it. In a recent development the Department of Health Services Jammu division issued an advertisement on October 16, for the appointment of Date Entry Operators for five posts and for one post of Microbiologist but surprisingly instead of inviting applications, the department decided to conduct "Walk In Written Test/Interview" on October 18. It was in total violation of SRO-255 issued by General Administrative Department (GAD) on August 2003, which is also called Jammu and Kashmir Contractual Appointment Rules, 2003. The paragraph 7 of JK Contractual Appointment Rules 2003, read as, "The Selection Committee shall invite applications for recruitment under the rules in their respective districts. After assessing the merit of candidates in a fair and transparent manner, the selection committee shall prepare a select list, which shall not exceed the number of vacancies so advertised and furnish the same to the appointing authority within a period of fifteen days from the date of selection". "Applications on plain papers are invited and the date for written test/interview is on October 18, which only points towards a fact that it is merely an eye wash for public while the name of candidates, who had greased the palms of higher officials, had already finalized", a candidate said, adding that organizing interview and written test was just a formality. The entire selection procedure adopted by Health department is suspicious and pointing towards a hidden nexus running in department, wherein eligible candidates have been sidelined, a doctor alleged. Sources in Health department informed that on October 18, candidates in huge number assembled for interview, which was beyond expectation of Health authorities, forcing them to postpone the interview test. "The holding of walk in interview/written test is mockery and this illegal practice has been going on for the last many years but no action has been taken", they alleged.
