Reinstated tainted Executive Officers all set to be given important assignment | No end to mess in H&UDD | | Jehangir Rashid SRINAGAR, Oct 20: Interference from ministers and politicians continues to play havoc with the functioning of Housing and Urban Development Department in the state and stage is all set to add more mess to the department. Sources told Early Times that the department is all set to post the tainted officers who were reinstated in the month of August. The likely posting of the tainted officers has caused heartburns among the employees of the department who say that the move would spoil the working of department. "Tainted and corrupt officials have always brought a bad name to the department, but still then the state government is contemplating to give important assignments to these people. Their reinstatement in the first place was a wrong decision and the government is set to take yet another wrong decision by assigning them important positions," said sources. Sources said that in-charge Executive Officers Abdul Rashid Shah, Ghulam Mohi-ud-Din Malik and Imtiyaz Ahmad Dar are about to be given charge of different municipal committees in Kashmir. These Executive Officers virtually 'decimated' the department and resorted to various malpractices while they were posted at the municipal committees. Sources said that during his tenure as Executive Officer, Municipal Committees, Bandipora, Hajin and Sumbal, Rashid made more than 550 illegal appointments. Crime Branch has already registered a case against him and his guilt has been proved beyond doubt. "Malik as Executive Officer, Municipal Committee, Kupwara engaged 30 consolidated workers without any formal order. He also without any authorization whatsoever allotted eight shops of a shopping complex to his own favourites in lieu of money," said sources. Sources said that Imtiyaz carried out 50 illegal appointments at Municipal Chadoora and 35 at Municipal Committee, Kunzer during 2009-2010. As Executive Officer, Municipal Committee, Achabal, Imtiyaz regularized services of 15 junior most consolidated workers. First Information Reports (FIRs) have been lodged against these officials and they have been convicted for embezzlement. The enquiry carried out by top notch bureaucrats has also proved that the Executive Officers made illegal appointments, resorted to loot and carried out allotments without consent, but still then they were reinstated. "Minister for Higher Education, Mohammad Akbar Lone is pitching for the appointment of Rashid as Executive Officer of Municipal Committees of Hajin, Sumbal and Bandipora. The working of these municipal committees had somewhat been made systematic, but the things would go awry if Rashid is once again given the charge of Executive Officer of these municipal committees," said sources. Sources said that the other two Executive Officers are also pitching for plum posting so that they could once again resort to 'plunder' and 'favouritism' in the department. The reinstatement order issued in favour of these Executive Officers had clearly directed the authorities to post them at non-sensitive posts. |
