State Government dismal performance under Central Sponsored Scheme | 4 years on, 35 projects under RKVY not completed | | Bijay Charak
Jammu, Oct 24: Despite lapse of almost four years, the Jammu and Kashmir Government has failed to implement 35 projects of Horticulture, Animal Husbandary, and Irrigation department sanctioned in 2010-11, 2011-12 under Rashtriya Krishi Vikas Yojana (RKVY). Sources informed Early Times that under centrally sponsored scheme RKVY, Union government in the financial year 2010-11, 2011-12 had sanctioned35 projects to the cost of around Rs. 5 crore and 90 Lakhs for Jammu and Kashmir, Horticulture, Animal Husbandry and Irrigation department. "Three project of Horticulture department to the cost of around Rs. 80 Lakhs including import of plant material to public sector, Small nursery under public sector for production of rare and minor fruits and Import of root stocks to Public Sector but surprising state government still not implemented these project", sources said. Moreover, the other 24 projects to the tune of Rs. 3 crore 45 Lakhs was sanctioned to Jammu and Kashmir government in same fiscal years for the development of Animal Husbandry department across the state. The projects including Skill development / Training cum tour of Un-Employed youth in dairy ventures, Induction of private para-vets providing logistics like cryocans, AI kits, Cycle, Mobile phones, Refrigerated van for distribution of cattle and poultry vaccines, Training of farmers in dairy/poultry farming and others. However, even the second, third and almost fourth financial year was completed, and state government has nothing done and did not utilize said funds which was approved by Union government four years back. Other eight projects were sanction at an estimate cost of Rs.15 Lakhs to Irrigation and Agriculture department. Two projects of Irrigation department including drip irrigation system and sprinkler irrigation system and other six projects were sanction to Agriculture department including control of localized epidemic pest/ diseases, plant protection safety kits and tool kits to beneficiary, setting up of grading/ packing line at Zanipora Farm, promotion of pack houses, but astoundingly these projects awaits for materialized. Criticizing state government, sources saying that one hand GoI have approved funds for the state but surprising politicians and Babus (Bureaucrats) seem not interested to use the benefit of Centrally Sponsored Scheme because of which most of the projects were incomplete and few others had yet not implemented. If the projects has implemented, it will help the unemployed youth across the state to earn their livelihood. |
