People, PDP express no confidence in NC-Cong govt, want PM to lead relief rehabilitation work

Jammu, Oct 24: Prime Minister Narendra Modi's one-day visit to Kashmir would be remembers for many things. One, Modi visited the icy heights in the Siachen glacial region to celebrate Diwali with our brave, selfless and dedicated soldiers, who are away from their families to defend the Indian borders and maintain and preserve the territorial integrity of India. It was the first time that any Prime Minister in the post-independence India ever visited difficult and treacherous Siachen on the auspicious day of Diwali. It was only natural that our soldiers and public at large appreciated the Prime Minister, with all the security and strategic affairs experts and ex-Commanders saying in one voice that the Prime Minister Modi's visit to Siachen not only constituted a crackling signal to Pakistan, which the same day adopted another anti-India resolution on Jammu & Kashmir, that it would feel the pain in case it continued to violate ceasefire or behave in an irresponsible manner, but it was a "noble and great morale boosting trip".
Two, the Prime Minister personally met many flood-affected people, listened to their tales and after meeting with them came out with a statement that they wanted the Government of India to manage the ongoing relief and rehabilitation work as far as possible and that they would want the Government of India to distribute relief directly among the flood-affected people. PM Modi didn't say that the people of the state had lost confidence in the Omar Abdullah-led NC-Congress coalition government and it was expected, but his public statement that the people wanted New Delhi to handle the relief and rehabilitation work cleared the air and established that the NC-Congress coalition government had fallen from the grace and the people didn't trust it.
Three, very importantly, it was the main opposition PDP which set the record straight and said in unambiguous terms that the state government had failed the flood-ravaged people of Jammu & Kashmir and it would be only desirable if the Prime Minister himself led the relief and rehabilitation operation.
Talking to a reporter after meeting with the Prime Minister at Raj Bhawan, PDP spokesperson Nayeem Akhtar, inter-alia, said: "All we can say after meeting him (Modi) is that he wants to do something to help Kashmir. We stressed on the need that the rehabilitation process should be fast-tracked and the prime minister must himself lead it". He also revealed that the PDP leaders told the Prime Minister that "an expert committee comprising town planners, structural engineers, civil engineers, hydrologists, geologists, flood control experts, economists etc should be entrusted with the responsibility of formulating and implementing a comprehensive rehabilitation and reconstruction programme in a time-bound manner" and that "the expert committee should work under the direct supervision of the Prime Minister to ensure effective implementation and delivery of the reconstruction plan in J&K as was done in the aftermath of the 2001 earthquake that caused massive destruction in Bhuj area of Gujarat".
What the PDP spokesperson said was highly significant. It was significant because he didn't go with those in the NC and the Congress who said that the handling of the relief and rehabilitation work by the Government of India would constitute a grave attack on the country's federal system. Secondly, the PDP only endorse the people's view that the Prime Minister should lead the relief and rehabilitation work. Thirdly, the PDP spokesperson snubbed those who in the Congress as well as Kashmiri separatists opposed the Prime Minister's Kashmir visit and stated that his leader and party president Mehbooba Mufti, along with PDP MPs, had met with the Prime Minister in New Delhi and requested him to accelerate the "tardy and slow" relief and rehabilitation work. Last but not the least, the PDP's whole approach again suggested that the relations between the PDP and the Prime Minister/the BJP were quite cordial.
The statement of the PDP that the Hurriyat Conference should not have given call for Kashmir bandh further suggested that the PDP welcomed the visit of the Prime Minister. All in all, the developments which unfolded in Srinagar on Thursday clearly suggested that political situation in the Valley was one of changing political equations
