Will consider it after proper verification: Modi tells Omar | State Govt's Rs 44000 Cr rehabilitation proposal under 'scrutiny' | | Centre proposing direct transfer to victims' acctt Early Times Report SRINAGAR, Oct 24: The Prime Minister Narendra Modi during his visit to flood ravaged Kashmir on Thursday is understood to have made it clear to the Chief Minister Omar Abdullah that the Rs 44000 Crore assistance sought by the state government for the rehabilitation of the flood victims would be considered after "proper verification." Sources told Early Times that Chief Minister Omar Abdullah during his one to one meeting with the Prime Minister here requested him to clear the rehabilitation proposal forwarded by the state government. The Prime Minister is understood to have told the Chief Minister that officials in Delhi are studying it and the proposal would be considered after a proper verification. Sources said that Chief Minister, who had to wait for the Prime Minister at technical airport in Srinagar for more than three hours on Thursday, was "disappointed" by Modi's straight forward answer. A day ahead of Modi's Kashmir visit Omar had hoped that Prime Minister during his visit to the Valley would oblige the state government by announcing the package forwarded by it to the Centre. The Prime Minister who directly flew to Siachen, world's highest battlefield, and spend the first half of Diwali with the soldiers there, announced Rs 570 Crore for building damaged houses and Rs 175 Crore for the hospitals which were destroyed by the floods. The Prime Minister made it clear that Rs 750 Crore granted by him to the state government have got nothing to do with the Rs 44000 Crore proposal sent by it to the Centre. He sanctioned the money directly from his relief fund. The Prime Minister also said that during his last visit to the Valley on September 7, 2014 he had kept Rs 1100 Crore at the state government's disposal for the rehabilitation of the flood victims. State Government has been maintaining that the money sanctioned by the Prime Minister during his first visit to the state was spent for relief and rehabilitation measures of the flood victims. However, there have been numerous complaints about the relief not reaching the needy. The Prime Minister also hinted at the possibility of Centre transferring the money directly into the accounts of the flood victims as there have been allegations about aid not reaching the needy. Sources said that ruling National Conference was heavily counting on Centre giving its nod to the rehabilitation package forwarded by it as it could have acted as an election plank for the ruling party in the forthcoming Assembly elections, which are likely to be announced anytime. The Prime Minister stating that state government's rehabilitation package would be verified first has led credence to the reports that Ministry of Home Affairs (MHA) which deals with disasters has picked up many holes in the proposal submitted by the state government and it has demanded the re-assessment of the losses. "Prime Minister has sanctioned Rs 750 Crore from his relief fund to ensure that flood victims don't suffer due to the haphazard proposal submitted by the state government," said a source. Soon after the Prime Minister arrived in the Valley he went direct to Raj Bhawan where he met delegations of various political parties and people from different walks of life. He assured them that Centre would do whatever it can to rehabilitate the flood victims and help the trading community to restart their businesses afresh. Meanwhile, the Union Home Secretary Anil Goswami while briefing the media in Srinagar dismissed the reports that NDRF and Indian Air Force had send a bill of Rs 843 Crore to the state government for the relief and rehabilitation operations. He said no such bill has been sent to the state government. |
