Raj Bhawan withholds nod, amid opposition from Jammu leaders
PSC appointments may run into rough weather

Jammu, Oct 24: The appointment of the Public Service Commission Chairman and its members is all set to run into a rough weather as Raj Bhawan has not cleared the names which were approved by the state cabinet earlier this month.
Sources told Early Times that Raj Bhawan is awaiting final clearance and integrity certificates from the State Vigilance Commission of the new appointees. "If the process is delayed there is every possibility of these appointments being put on hold as Election Commission of India (ECI) has hinted at it sounding the poll bugle within a few days. Once the Model Code of Conduct (MCC) comes into force then entire process would remain in abeyance till the new government is formed," said a source.
Pertinently, National Conference and Congress led coalition Government had appointed four out of seven JK Public Service Commission (JKPSC) members from Kashmir and gave negligible representation to Jammu in state's premiere recruitment agency.
The Cabinet had approved the appointment of Khurshid Ahmad Ganaie, IAS, Financial Commissioner, Industries & Commerce Department, J&K, as Chairman Jammu and Kashmir Public Service Commission. A senior bureaucrat, Ganai would go for premature retirement from the service to take up the new assignment. Ganai was scheduled to retire in October 2015.
The Cabinet had also approved appointment of Sheikh Mushtaq Ahmad, IAS, Secretary to the Government, Higher Education Department, Mukherjeet Sharma, IFS (rtd), BR Lachotra, Director General, Economics & Statistics (rtd), Wali Mohammad Bhat, Director General, Accounts & Treasuries (rtd), Dr Tejit Singh, Prof Ophthalmology (rtd) and Dr Farooq Ahmad Kaloo, Director, Animal Husbandry (rtd) as members of the Commission.
Sources said that Raj Bhawan may have delayed its nod to the new appointees as two PSC members Wali Mohammad Bhat and Sheikh Mushtaq Ahmed have separatist leanings. " Wali Mohammad Bhat had hit the headlines after writing a book on Chenab Valley. Experts had claimed that book was anti-Hindu," the source said, adding another PSC member, Sheikh Mushtaq nominated by the cabinet has strong "Jamaat-e-Islami background."
Sources said that Jammu based leaders have already conveyed their reservations to the Jammu and Kashmir Governor and had sought his intervention into the matter. "The Jammu based leaders had demanded that the antecedents of the new appointees especially Wali Mohammad Bhat and Sheikh Mushtaq should be verified thoroughly before clearing their names," they said.
Many leaders from Jammu region are of the opinion that NC-Congress coalition by appointing its own men as PSC members had played a parting shot as they wanted to get their own people recruited but September 7 floods washed away their plans. "If Raj Bhawan doesn't clear the name of the new appointees before MCC comes into force there is every chance of new dispensation which would come into power most likely in January next year again revamping the commission," the source added.
