Election Commission of India sounds poll bugle for Jammu and Kashmir
Polls to be held in 5 phases from November 25, counting on December 23

SRINAGAR, Oct 25: Jammu & Kashmir is all set to get a new government at the beginning of the next year as the Election Commission of India today announced the schedule for the 2014 assembly elections in the state.
Elections for the 87 member Jammu & Kashmir assembly would be conducted over five phases in November and December. The first phase of elections would be held on November 25 and the final phase of elections would be conducted on December 20. The counting of votes would be taken up on December 23 and the new government is likely to assume office at the end of this year or early next year.
Addressing a press conference here this evening, Chief Electoral Officer, Jammu and Kashmir, Umang Narula said that Model Code of Conduct has come in place in the state with the announcement of elections. Narula said the Election Commission would leave no stone unturned in ensuring that elections are held in a transparent manner.
"The first phase of elections would be held on November 25 followed by elections on December 2, 9, 14 and 20. The counting of votes would be done on December 23 and election results would be out after that. All the things would be put in place so that the elections are conducted in fair, transparent and excellent manner," said Narula.
The Chief Electoral Officer said that notification for the first phase of elections would be issued on October 28. He said November 5 would be last date for filing the nominations while as the scrutiny of nominations would be done on November 7. He said November 10 would be last date for withdrawal of nominations with the elections scheduled for November 25.
"In the first phase elections would be held for 15 assembly segments. These assembly segments are Gurez, Bandipora, Sonawari, Kangan, Ganderbal, Nobra, Leh, Kargil, Zanaskar, Kishtwar, Inderwal, Doda, Bhaderwah, Ramban and Banihal," said Narula.
The Chief Electoral Officer said that notification for the second phase would be issued on November 7. He said that last date for filing the nominations would be November 14 while as scrutiny of the nominations would be done on November 15. He said that November 17 would be the last date for withdrawal of nominations with the elections slated for December 2.
"Eighteen assembly constituencies would got to polls in the second phase. These assembly segments are Gulabgarh, Reasi, Gool Arnas, Udhampur, Chenani, Ram Nagar, Surankote, Mendhar, Poonch Haveli, Karnah, Kupwara, Lolab, Handwara, Langate, Noorabad, Kulgam, Home Shalibugh and Devsar," said Narula.
The Chief Electoral Officer said that notification for the third phase of elections would be issued on November 14. He said that November 21 would be the last date for filing nominations with the scrutiny to be done on November 22. He said that November 24 would be last date for withdrawal of nominations with the elections scheduled for December 9.
"In the third phase elections would be held for 16 assembly seats. These constituencies are Uri, Rafiabad, Sopore, Sangrama, Baramulla, Gulmarg, Pattan, Chadoora, Budgam, Beerwah, Khan Sahib, Charar-I-Sharief, Tral, Pampore, Pulwama and Rajpora," said Narula.
The Chief Electoral Officer said that notification for the fourth phase of elections would be issued on November 19. He said that November 26 would be the last date for filing the nominations while as scrutiny would be taken up on November 27. He said that November 29 would be the last date for withdrawal of nominations with the elections slated for December 14.
"Eighteen assembly segments would go to polls in the fourth phase. These constituencies are Hazratbal, Zadibal, Eidgah, Khanyar, Habba Kadal, Amira Kadal, Sonwar, Batmaloo, Anantnag, Dooru, Kokernag, Shangus, Bijbehara, Pahalgam, Wachi, Shopian, Samba and Vijaypur," said Narula.
The Chief Electoral Officer said that notification for the fifth and last phase of elections would be issued on November 26. He said December 3 would be last date for filing the nominations with the scrutiny to be taken up on December 4. He said December 6 would be last date for withdrawal of nominations with the elections scheduled for December 20.
"In the last phase of elections 20 assembly segments would go to polls. These constituencies are Bani, Basholi, Kathua, Bilawar, Hira Nagar, Nagrota, Gandhi Nagar, Jammu East, Jammu West, Bishnah, RS Pura, Suchetgarh, Marh, Raipur Domana, Akhnoor, Chamb, Nowshera, Darhal, Rajouri and Kalakote,' said Narula.
Replying to a question, the Chief Electoral Officer said that 99 polling stations have been relocated due to recent ravaging flood in the state. He said the voters living in the flood affected people would not face any problem in voting since the polling stations are located in their vicinity or villages.
Referring to complaints that some of returning officers have been transferred, Narula said that the transfers are in contravention to the guidelines laid down by Election Commission of India. He said Election Commission of India would depute general and police observers for the smooth conduct of elections in state.
