BANDIPORA, Oct 25: The ICDS is the main intervention to address malnutrition among children and is therefore a very critical program in the state. Unfortunately, there are many gaps and loopholes in the coverage, and quality of the ICDS is very poor in Bandipora district of north Kashmir. Abdul Majid Dar of Bandipora said that the Anganwadi centre in their village does not open every day, even if these centers are opened regularly, it is only the anganwadi helper who remains present there whereas anganwadi worker visits occasionally. "I still remember that, in December 2006, the Supreme Court of India had directed all the state governments to ensure that every hamlet should be covered by an Anganwadi center under Integrated Child Development Schemes (ICDS). However order has remained on papers only and had directed the government of India to provide one Anganwadi center for every 800 population, Dar told Early Times. According to him, there is a small hamlet in Malangam area of district Bandipora which has a population of almost 7000 and only one center was allotted to this place and the center also do not function regularly." Almost fifteen percent of the children are heard of getting home ration, whereas in most places children are being fed in the center. He added that need is to ensure that hot cooked meals are available in all the centers within the district and the supply of nutrition in the anganwadis is regular, he said. Early Times has learnt from confident sources that there is a disruption in the supply of food grains from last one and half months, in many areas like Sumbal, Shahgund, Naidkhai and Hajan of thesil Sonawari in district Bandipora. A local resident of Shahgund Ghulam Ghulam Hassan Mir said that the main reason for the disruption of supply seems to be that the Department of Social Welfare and ICDS procures all the supplies, centrally at the district level and this is then supplied to the villages. The residents of an area alleged that, "the other activities of the ICDS are also of a poor quality. As anganwadi worker hardly visits the center, and pre-school activities are not being carried out in the AWCs. The Supervisors and CDPOs should have issued instructions to the employees to monitor the work regularly of the anganwadi workers and take action against them. "We want you to visit the area and highlight these issues at the earliest, you being a fourth estate of the democracy can verify the reasons for the irregularity in the supply of food grains, so that our children would not get affected, they said. |
