Tourism deptt fails to utilize Central funds | | | Arun Singh
Jammu, Oct 29: Despite liberal funding from central government, the state tourism department has once again brought disgrace for two reasons. First, it failed to utilize the allocated funds and second, it allegedly showed inflated expenditure to the Tourism Ministry on a project under Project/Infrastructure and Destination Development Schemes and Circuits of Shivkhori, Jammu. Sources in the department told Early Times that the central government had sanctioned a project under PIDDSC to the tourism department, Jammu, to create infrastructure at Shivkhori to provide facilities to the visiting tourists during 2005 at an estimated cost of Rs 4.11 cr and for this purpose, an amount of Rs 3.29 cr was released in installments during 2006 to 2009. Sources said that the work was assigned to Road and Building Department, which completed a portion of the project claiming that at an expenditure of Rs 3.29 crore had been done during 2010. Sources alleged that the figures of Rs 3.29 cr expenditure by the executing agency had been wrongly shown as the componentwise totals in the physical and financial progress statement were Rs 2.96 crore, indicating inflation of Rs 32.55 lakh. Moreover, the executing agency going beyond the norms also allegedly diverted the funds to the tune of Rs 13.05 lakh to Floricuture Department for which no utilization certificates or adjustment accounts were submitted by the Floriculture Department. Besides the utilization certificates submitted in 2011 by the department to the ministry of tourism had not been countersigned by the secretary, Tourism Department with the result a balance amount of Rs 82 lakh for the project was not released by the Government of India, sources claimed. |
