Early Times Report
Srinagar, Oct 29: Election Commission of India has taken a strong note about candidates trying to lure voters by spending money. It has cautioned them of stern action if they fail to mend their ways.
Sources told Early Times that ECI has issued a circular to Chief Electoral Officer stating that it has received the complaints about some candidates, who are contesting the forthcoming assembly elections in the state, offering money to the voters for ensuring their support. "By doing so these candidates are violating the ECI norms," the circular states.
In order to prevent this practice ECI in a written communiqué to the Chief Electoral Officer has made it mandatory for the all candidates in Jammu and Kashmir to open separate bank accounts for election expenses. "The account number of this account should be communicated by the candidate in written to the Returning Officer of the constituency at the time of filling nominations," the circular states.
The ECI has stated that by this it would be able to gather all the knowledge of the expenses made by candidates and hence it would come handy in preventing the violation of the Model Code of Conduct during the assembly elections. " The ECI has observed that candidates are not showing correct expenses so therefore for maintaining the purification of elections candidates are hereby instructed to open a separate account for managing the amount meant for election expenses," it reads.
"All the expenses shall be made by candidate only from this account and irrespective of the source of the money including the candidates own fund," the circular reads.
"If any expenses are incurred without routing it through the said bank account it will be assumed that ECI guidelines have been violated and action against the erring candidate would be initiated," the circular warns.
