Jehangir Rashid SRINAGAR, Oct 29: Enforcement of Model Code of Conduct (MCC) in view of the upcoming Assembly elections has remained a distant dream so far since departments are carrying out transfers and postings of officials without any accountability whatsoever. The Urban Local Bodies department transferred or posted 10 employees after the imposition of MCC in the state. The department issued two orders regarding these transfers. The department gave back date to one of the orders while as the second order has been shown to be issued on October 25. On October 25, when Election Commission of India announced the dates for Assembly elections in the state the MCC came into effect in the state. The announcement for elections was made in the afternoon while as the two orders issued by Directorate of Urban Local Bodies, Kashmir were made public in the evening on the same date. The Directorate of Urban Local Bodies, Kashmir issued order number DULB/Estt/PS/86-II/378 of 2014 dated 25-10-2014 according to which seven officials of the department were transferred from their place of posting. Out of the seven officials transferred only two have joined at their new place of posting. According to the order, Anees Ahmad Chaudhary, Executive Officer, Municipal Committee, Pulwama is transferred and posted as Executive Officer, Municipal Committee, Ganderbal. Shafqat Ali, Executive Officer, Municipal Committee, Ganderbal is transferred and posted as Executive Officer, Municipal Committee, Awantipora. Abdul Lateef Mir, Executive Officer, Municipal Council, Sopore is transferred and posted as Executive Officer, Municipal Committee, Pulwama. Abdul Majid Haji, Executive Officer, Municipal Committee, Awantipora is transferred and posted as Executive Officer, Municipal Committee, Mattan. He would relieve Executive Officer, Municipal Committee, Bijbehara of the additional charge, reads the order. According to the order, Imtiyaz Ahmad Dar, awaiting orders of posting is posted as Executive Officer, Municipal Committee, Pampore. Abdul Rashid Shah, awaiting orders of posting is posted as Executive Officer, Municipal Council, Sopore. Mohammad Ismail Mir, Executive Officer, Municipal Committee, Pampore is transferred and posted as Executive Officer, Municipal Committee, Qazigund. He would relieve Executive Officer, Municipal Committee Devsar of the additional charge. The department issued order number DULB/Esst/PS/294/375 of 2014 on 25-10-2014 but this was shown to be issued on 24-10-2014. According to this order transfer/posting of three officials took place. According to this order, Farooq Ahmad Rather, in-charge secretary presently posted at Municipal Committee, Watergam under orders of transfer to Municipal Committee, Handwara shall continue to work at Municipal Committee, Watergam. Nazir Ahmad Dar, Revenue Officer, Municipal Council, Anantnag is transferred and shall hold the charge of Municipal Committee, Handwara relieving present incumbent of the charge till further order, reads the order. According to the order, Ghulam Mohi-ud-din Malik, in-charge Executive Officer reinstated vide order number 252-HUD of 2014 dated 21-08-2014 under orders of transfer to Municipal Committee, Watergam is now posted to Municipal Committee, Frisal relieving Executive Officer, Municipal Committee, Yaripora of the additional charge. The period of suspension of the officer shall be decided separately. Interestingly, reinstatement and subsequent posting of Imtiyaz Ahmad Dar, Abdul Rashid Shah and Ghulam Mohi-ud-din Malik has not gone well with the employees of the department since these officers resorted to embezzlement and loot while being posted in different municipal committees and councils in Kashmir. |
