PIL seeking examinations in Nov

Srinagar, Oct 30: A Division Bench of J&K High Court today issued a notice to government on a Public Interest Litigation, seeking directions to hold examinations in November across Kashmir Valley.
The Division Bench Comprising Chief Justice M M Kumar and Justice Ali Mohammad Magray asked the government through Secretary School Education Department, JK State Board o School Education, Director School Education and Board of Professional Entrance Examinations (BOPEE) to file the reply by November 12, the next date of hearing in the PIL.
In the PIL, the petitioner advocate Mohammad Ashraf Wani has submitted that due to the delay, students have been subjected to pain.
"It seems that the decision is not in consonance with the examination pattern which is followed right now in the schools."
The petitioner said that earlier the examinations were conducted at the end of the academic session but there is now continuous assessment and evaluation in the form of conducting of unit tests and term examinations.
He submitted that the students have already suffered long spell of winter vacation from December 2013 to 24th of March this year.
"By delaying the examinations, the academic year of 2015 would be disturbed and the system would be derailed without any reason," the petitioner said and urged the court to command the authorities to conduct the examinations in November.
From Nursery to 9th Standard, he said, the examination shall be directed to be conducted in the first week and from 10th to and 12th in the second week of November.
He also urged the court to direct the authorities to make the assessment of the loss to the schools and rebuilt them on modern and scientific lines. He also demanded modernizing libraries in all colleges including those imparting technical education.
Meanwhile, the Court also directed Delhi Public School not to charge tuition fee and the bus fare from students for the month of September and October.
The direction followed submissions by five other schools including Tyndale Biscoe, Burn Hall, New Era and Presentation Convent that they will not charge the fee and the fare from students for the two months.
In case any amount for September and October has been received in advance or otherwise, they said, same shall be adjusted in future months.
Earlier, School Education Department filed status report , revealing that 1096 school buildings In Kashmir valley were affected by the floods in September and out of which 601 school buildings were partially damaged and 495 totally damaged.
