'Former militants act as hitmen to settle political scores'

Srinagar, Oct 31: A day after police rounded up separatists in Kashmir security agencies today intensified their efforts to track down the miscreants who could disrupt the forthcoming assembly polls in the Valley.
Talking to Early Times Inspector General of Police-Kashmir-Abdul Gani Mir said: "We have made it clear that nobody will be allowed to disrupt the forthcoming polls. We will ensure that no miscreant gets a free hand and disrupts the process."
Sources said the Police Stations in sensitive areas where stone pelting and clashes have become a norm have been asked to keep an eye over the boys who indulge in "hooliganism" and resort to violence to disrupt the political activities. "In coming days more people are likely to be arrested as we have received the orders from the higher ups to ensure that no one disrupts the political process," said a police officer.
He said the policemen have been asked to go through all the records and identify the people, who in May this year when Parliamentary elections were held, were either the part of the violent demonstrations or where behind orchestrating the street protests. "We are on the job and are preparing a list of trouble mongers. We will submit it to our higher ups and would act after their directions," the officer added. Sources said besides police, Army too has intensified its operations in the sensitive areas to ensure that militants don't strike at will and are kept at bay. "Militants are desperately waiting on the launching pads across the Line of Control (LoC) and they would make desperate attempts in coming days to cross over into this side to terrify the people," said a source.
The source said that Army, paramilitary forces and Jammu and Kashmir Police have formed a joint security and intelligence grid to prevent the militants from targeting anyone. "Army is alert on borders while the other forces are active in the plains. It won't be easy for militants to even think about anything extraordinary," the source added.
Another police official said that "threat perception" is very much there and militants who are present in the Valley are desperate to make their presence felt. "They have got the directions from their bosses sitting across the LoC to act and ensure that people stay away from the poll process. Due to the close knit network of the JK Police in city and other areas they are unable to move," the official claimed.
He said all the politicians who want to go for election campaigning in any area have been told to inform the concerned police station about their activities well in advance so the areas are sanitized and security arrangements are made well in advance to ensure that political rallies pass off peacefully.
Sources said that other angle which security agencies are working on is the political rivalry between the parties. "Whenever any untoward incident takes place militants are first suspects but during the past few years trend has changed. People are targeted to settle political scores and the blame is shifted on the militants," said a source.
He said a few former militants for the sake of money act as "hitmen" and after carrying out target killings resume their normal activities.
"Most separatist have been rounded up to ensure that they don't succeed in running the poll boycott campaign and organizing the street protests. After separatists all the former militants are likely to be summoned to the police stations in their respective areas. They would be told in clear terms that if they indulge in any sort of misadventure they will be dealt with sternly," said an official.
