Fear of defeat forces Cong to talk about Jammu's empowerment
When in power they played Kashmiri games

JAMMU, Oct 31: The Congress has been in power in Jammu & Kashmir since November 2002. In between, the Congress led the state for almost three years. While leading the state or sharing power with the Kashmiri parties, the Congress never talked about the Jammu cause or did nothing whatever to empower Jammu province, despite the fact that it had promised in its election manifestos regional development board/regional council and held out several other promises. On the contrary, it played the Kashmiri games and harmed Jammu province to the maximum possible extent. For example, the Congress implemented the Wazir Commission report in 2007 on new districts in a wrong way. The Commission had recommended three more districts for Jammu and one for Kashmir, but the Congress created eight new districts, four each in Jammu and Kashmir, despite the fact that there was no demand for more districts in Kashmir.
Not just this, the JKPCC chief in a function in Asia Hotel in 2003 - just after the formation of the coalition government - rejected outrightly the suggestion that there was the need to set up the promised regional development board. He said there was no need to give such an instrument to Jammu as already there existed district development boards in all the districts. It bears recalling that the Congress in its 2002 election manifesto had held out four specific promises to the people of Jammu province - establishment of regional development board, constitution of delimitation commission to give due representation to Jammu in the assembly, implementation of Wazir Commission report and end of discrimination with Jammu and won 15 seats in Jammu province. In Kashmir, it had won 4 seats and no seat from Ladakh. It is hardly necessary to point out that the Congress did not fulfill any of the promises it made to hoodwink and mislead the people of Jammu province. The fact of the matter is that it consistently humiliated, taunted and harmed Jammu to keep the Kashmiri leadership in good humour.
The Congress leadership is again trying to hoodwink the people of Jammu province to win a few seats. Convinced that the Congress has no future in Jammu province, a few of its leaders have unleashed a campaign aimed at hoodwinking the people by creating an impression that they are for Jammu's empowerment. They are demanding "regional council for Jammu Region on the pattern of Leh and Kargil hill development councils to ensure the timely and smooth funding from Centre apart from other benefits to the Jammu Region". They are asserting and reasserting that they "have always strongly advocated the interests of the Jammu Region".
The question to be asked is: From whom are they demanding regional council? They were in power in the state for twelve years and the Congress was also at the helm of affairs for ten long years from May 2004 onwards. Why didn't they demand regional council when they had the power to do all that they wanted to do? They could have forced the state government to set up regional council by telling their coalition partners that the Congress would withdraw its support to the government in the event their demand was not conceded, but they didn't do that. The people of Jammu province have not forgotten the role of the Congress. Nor are they willing to forgive it for its negative role. People of Jammu know that the Congress talks about them only on the eve of elections and after the elections it leaves them in the lurch.
