Acting VC goes above board, proposes opening of 4 new departments

JAMMU, Nov 20: With Human Resource Development Ministry sitting dumb, an emboldened acting Vice-Chancellor of Central University (CU) Jammu has called the meeting of executive council to get approval for opening four new departments.
Union Ministry of Human Resource Development (MHRD) has allowed acting VC Prof. Devanand Padha to hold meetings for ordinary issues and administrative decisions but if the sources are to be believed, Padha in collusion with ex-OSD turned Consultant Prof. P.S.Pathania is likely to table a supplementary agenda on table so that the members do not get much time to read and the same is approved without even a whimper.
The agenda, according to sources contains issues which only a permanent Vice-Chancellor can put up before the executive council for approval. They added that an acting VC is not supposed to take policy decision. Creating new departments or starting new courses is something which only a permanent VC is authorised to discuss and then, get the approval of same from the executive council, the highest decision making body of Central University (CU).
Such is the urgency that the acting VC in collusion with Pathania invited exactly five members for the meeting which include Secretary Higher Education Sheikh Mushtaq, Chairman of National Commission for Minorities (NCM) WajahatHabibullah, Pro-Vice-Chancellor of Guru Ghasidas University Dr. Prakash Chandra Upadhayay, Dr. Mehmood-ur-Rehman and the acting VC Prof. DevanandPadha. Others are either out of the country or not ready to attend the meeting being chaired by an acting vice-chancellor.
Sources said that four new departments which Padha has proposed include Physics, Botany, Law and Library Science. Interestingly, the departments seemingly have a strange coincidence with relatives of acting VC Prof. DevanandPadha working in Jammu University and some friends and close relatives of Consultant Prof.P.S.Pathania. Padha's wife is in Botany department of Jammu University; his brother is in Physics department and an aspirant for the post of VC; Pathania's son has finished Law and is eligible in the same manner in which his daughter was while his close friend I.V.Malhan who is presently in Himachal Central University has also already been promised employment in Central University of Jammu.
Though one would like to state that the departments are being opened for these four aspirants but history of central university bears testimony to the fact that departments were created to grant employment to close relatives, friends and other close buddies. Sources further said that the duo is also likely to put forth the agenda for extension of Prof. P.S.Pathania and Prof. Sham Singh for another one year since their terms are coming to an end.
The meeting is slated to take place at 11 in the morning and both Pathania and Padhaalongwith a Jammu University employee are working hard to ensure that their agenda gets through, said the sources. They maintained that supplementary agenda would be circulated immediately after the regular agenda is discussed and approved. Precedence has been that the council members usually agree to the recommendation of VC but one who is confirmed.
In this case, sources said that the executive council members are unlikely to disapprove the supplementary agenda since the same is circulated on the table and the members get no time to read the same and decide course the action. Hence, they leave it to the wisdom of VC to take a call and approve the same without much debate. But in the case of acting VC, sources said that executive council members have no option but to remain cautious.
