Early Times Report
Jammu, Nov 22: The state is all set to lose around Rs 101 Crores due to code of conduct as eight projects sanctioned seven months ago are yet to take off. The projects under Center Road Fund (CRF) sanctioned by center government were already getting delayed and may be further delayed due to imposition of Model Code of Conduct in the state. Sources told Early Times that the eight projects under CRF were sanctioned by centre government in the month of March this year at the estimated cost of Rs 101 crore (Jammu =7, Kashmir1) are about the to be lapsed due to undue delay in starting the projects. "The lapse of this amount has become certain due to imposition of Model Code Conduct in the state due to assembly polls with going to be started from November 25, 2014 and will take one month for this for the completion of this process," they said further adding that moreover formation of new government in the state will take more times and expected in the beginning of new year and with this very little time is left to the end of this current financial. They further informed that if these projects failed to take off within current financial year, which is not expected, the amount of Rs 101 crore will be lapsed and new government will have to initiate the process afresh for re-validation of these projects which according to expert take lot of time. "While revalidation of the projects, government has to face lot of hurdles and moreover the project cost get escalated which state government had to bear form state exchequer," they added. "Mostly the projects are for the hilly areas including Doda, Poonch, Rajouri, and Ganderbal and it becomes almost difficult to continue development work in winters in these areas," they said. They said that the persistent delay in starting the road projects is ultimately affecting the developmental works in these remote areas which are still unconnected. The state government has given the tag with non performing state by the centre government for its poor performance in executing the various central sponsored schemes in the state as number schemes worth crores of rupees are without completion for the last many years. |
