J&K can ill-afford a hung Assembly | | | Abodh Sharma

Jammu, Nov 23: With poll surveys indicating no clear majority to any of the political parties in the ensuing Assembly elections in Jammu and Kashmir and chill in the political posturing ruling out any post poll alliances at least for now, Jammu and Kashmir may witness a hung Assembly in most probability after the results are declared on December 23. However, can sensitive state that is bereft of functional democratic institutions at the grass root level afford a political situation as witnessed in Delhi is a question that needs to be pondered upon. Already facing difficult times, people of the state are in the dire need of a strong, decisive and accountable political leadership that can mitigate the sufferings of the people who have been caught between a hostile neighbor and an unkind divinity of late. State Assembly is all the more crucial in J&K as Panchayats were left redundant and powerless due to political myopia and the elections to urban local bodies were not held for over six years, literally strangulating democratic institutions across the state. A hung Assembly would impel imposition of Governor Rule in the state, which shall bring the enormous exercise of holding elections in the state to a naught; especially in the light of the fact that the preposition of imposing Governor's rule in the state was looking imminent due to unprecedented floods in Kashmir, tensions at IB with Pakistan in Jammu that forced partial migration and apprehension of increasing winter chill during this part of the year, before the elections to J&K were finally announced. Imposition of Governor Rule in J&K in the past has been marred by controversies in the past and it gives a chance to Pakistan to misproject at the international fora that the people of the state had rejected Indian democracy. Last time Jammu and Kashmir was brought under Governor's rule in July 2008, three days after Chief Minister GhulamNabi Azad resigned following the Amarnath land transfer row. Prior to that, on 17 March 1977, Governor's rule was imposed in J&K when Congress-I withdrew support to the Sheikh Abdullah government. On 7 March 1986, G.M. Shah Government was dismissed and Governor's rule imposed following unprecedented communal disturbances in the Kashmir Valley on 20-25 February 1986. The State was eventually brought under President's rule on September 6, 1986. Again on 20th January 1990 Governor's rule was imposed in the state, following appointment of Jagmohan as the Governor, following series of incidents of violence and subversion in the valley. |
