Let voters vote for strong Government

Notwithstanding claims being
made by four major mainstream po
litical parties, PDP, BJP, NC and the Congress, for winning a comfortable majority in the ongoing Assembly election field reports indicate that the election may throw up a hung House.
In case no party was able to win a majority of states in 87-member House the possibility of forming a coalition Government may not be as easy as it was in 2002 and 2008. In fact much water has flowed down the river Jhelum in Kashmir and Chenab in Jammu which has made it somewhat difficult for the Congress to act as a Government maker as it did in the two previous elections.
No doubt the Congress had been far away from winning a comfortable majority in the 2002 and 2008 elections it had the option for forging an alliance with the PDP for sharing power and later with the NC for running a coalition Government.
This time the Congress is faced with two major difficulties.First,it may not improve on its performance in 2002 when it had won 20 seats or in 2008 when it had won 17 seats.Secondly,during the last six years its alliance with the National Conference experiences many ups & downs resulting in sever conflict and clash of egos. It was only love for power that the coalition did not crumble.
In fact the credit should be given to the National Conference which did not want to precipitate conflict with the Congress for some ulterior motive.
The NC was goaded by one motive which was to keep the PDP out of power. Hence the NC leadership thought that if it parted company with the Congress the latter could forge an alliance with the PDP for running the Government. This time even if the Congress wins more than 12 seats it may not opt for forging an alliance with the NC but would prefer to repeat 2002 experiment when the Congress-PDP rule proved to be smoother than the Congress-NC coalition Government. In that case the Congress may have no other alternative but to form the Government in alliance with the PDP.Reports said that if the PDP was able to win more than 25 seats it may opt for forging an alliance with the Congress but with the condition that the Government has to complete six-year term under the Chief Ministership of Mufti Mohd.Sayeed. In 2002 the Congress and the PDP had to lead the Government by turns. It was Mufti Sayeed who headed the Government for first three years and for the remaining two and half years GhulamNabi Azad led the Government.
Now that the BJP is trying to win a sizeable number of seats which could help it to form for the Government with the support of some smaller parties and some independents. Though this time the chances for independent candidates making it to the Assembly are remote the BJP may have to bank on either the NC or the PDP.Reports do indicate that the NC may give support to the BJP led Government from outside. The NC may not join the Government but simply support it from outside as the NCP has decided to do so in case of the BJP Government in Maharashtra. According to these reports,the main interest of the NC in providing outside support to the BJP is to spare people of facing yet another election and more importantly prevent the PDP from tasting power indirectly in case it gave outside support to the BJP led Government. Since the economy in Jammu and Kashmir is in shambles with gradual decline in the production from the sectors of agriculture and industry. Growing fiscal deficit has added new dimensions to the state's tight economy. Besides this,the state is yet to be free from the menace of militancy and from the machinations of separatists. Hence the state needs a strong Government. It needs a Government that can govern for mitigating peoples' problems.And that is possible if one of the four major political parties win comfortable majority thereby limiting the scope for the formation of a coalition Government.
