State Govt releases Rs 200 Cr, seeks details for further allocation | Rs 1000 Cr under PM's package for floods | | Akshay Azad Early Times Report JAMMU, Nov 25: The Jammu and Kashmir Planning and Development Department has released an amount of Rs. 200 Crores to kick start execution of rebuilding infrastructure in Kashmir valley directing all government departments, executing agencies to send project/scheme details for release of remaining amount of Rs. 800 Crores out of total Rs. 1000 Crores under Prime Minister’s Package for floods. Sources informed Early Times that Planning Commission of India/Ministry of Finance had released an amount of Rs. 1000 Crores through Special Plan Assistance (SPA) under Annual Plan 2014-15 for rebuilding the damaged infrastructure in the state but state government has only accorded sanction to the release of Rs. 200 Crores for construction of bridges, reclamation of water supply schemes, irrigation and flood protection works and revamp of power infrastructure. The P&DD has also made it clear that the funds were being provided through SPA route, so the departments were required to prepare the scheme/project wise Detail Project Reports (DPRs) along with photographs of damaged infrastructure proposed to be rebuilt. The departments were also reportedly asked to submit the schematic details in CAS-MIS format to P&DD department for onward submission to Planning Commission of India/Ministry of Finance before taking up the works. Moreover, the P&DD department has also maintained that the permanent restoration works would be taken up /executed subject to conditions such as only such projects/schemes would be taken up for restoration as were costing Rs. 10 Lakhs and above. The execution of works shall be carried out after completion of codal procedures including the procedure laid down under Model Code of Conduct (MCC), the order of P&DD read as, adding all the works shall be executed within the proposed amount and there should not be any cost escalation. The P&DD department has made it clear that the release of funds for other projects would only be done after submission of project/schematic details by the concerning departments. The P&DD has also conveyed authorization of Rs. 1000 Crores for various restoration works including Rs. 259.85 Crores for reconstruction of 587 bridges, Rs. 116.82 crores for reclamation of water supply schemes, Rs. 186.51 Crores irrigation and flood protection works, Rs. 200 Crores reclamation of power infrastructure. Rs. 150 Crores for construction of Laboratory /College block and construction of emergency/casualty block of SKIMS Medical College, Rs. 25 Crores each for restoration and repair of residential quarters as well as offices and reconstruction/repairs of the tourism related infrastructure in the public sector, Rs. 30 Crores for reconstruction of police stations and procurement of transport fleet and Rs. 6.82 Crores for Machinery/equipment for Government Press Srinagar. |
