More trouble for Congress, PCC Secretary beats juvenile

Jammu, Nov 27: Close on the heels of a senior Congress leader caught in 'sex for job' controversy, a secretary of Jammu and Kashmir Pradesh Congress Committee (JKPCC) was accused of beating a juvenile and a case under Child Labour Act 1986 has been registered against him.
Sources informed Early Times that a case under Child Labour (Prohibition and Regulation) Act 1986 under section 3/14 has been registered against Secretary JKPCC Pawan Raina, who is also sarpanch of Kharian, Miran Sahib. Pawan Raina was also former vice president of All India Youth Congress (AIYC) while his brother Darshan Raina is presently General Secretary of Jammu and Kashmir Pradesh Congress Committee, a resident of Miran Sahib.
"Three days back, Pawan Raina had brutally thrashed a child identified as Gabber (13) son of Basu Ram resident of Madhya Pradesh, at present resident of Brij Nagar", sources said.
Sources further said that the father of victim has been residing in a kiosk built on the land of Pawan Raina and, latter has been getting the services of Gabber in his car service station for the last nearly five years. "On November 23, at around 6 PM, when Gabber refused to work overtime at Car Service station of Pawan Raina, he was brutally assaulted, inflicting serious injuries on him", sources said.
Sources further said that after assaulting the juvenile, Pawan Raina attempted to hush up the case, but it was only after the intervention of a social organization Sakaham Samaj Sakalp in the episode the issue came to limelight.
They further said that father of victim was a labourer, who has been working in state for the last many years and in return of giving land for constructing a kiosk to victim's father, Congress leader has been getting wage-less labour from Gabber.
"When we came to know about the case, we initially rushed the child to Gandhi Nagar hospital for treatment but the doctor available in causality ward of hospital refused to give treatment before registration of a case", a member of SSS said, adding that it was only after the intervention of Sub Divisional Magistrate RS Pura, a case was registered.
When Station House Officer of Miran Sahib Police station, Mohammad Iqbal was contacted, he said that a case has been registered against Pawan Raina and the boy had also given his statements.
A case under section 3/14 of Child Labour Act 1986, has been registered against Pawan Raina and the next date of hearing of case is December 10, the Munshi of Police station Miran Sahib informed.
Criticizing the JKPCC office bearers, a child right activist said that many of the influential people have been involved in violating Labour laws but on one hand no one dared to registered case against them and if someone dared, they succeeded to hush up the case. "The Congress party itself should initiate a probe and action against such leaders, who have been bringing disrepute to a party having world acclaimed leaders like Gulam Nabi Azad", he said.
